Amendment to the decision on the fee for communal equipment of construction land in Kolašin: More expensive in the first zone

Due to inadequate formulation, the current Decision on the fee for communal equipment of construction land in Kolašin could not be applied in part for the past three years, which is why amendments to that act are now being proposed.

The still valid decision stipulated that the amount of the fee for the communal equipment of a “primary housing facility” up to 200 square meters in the first zone was 30 euros, and for other facilities it was 150 euros. However, according to the opinion of the Ministry of Spatial Planning, Urbanism and State Property, the term “primary housing facility” is defined by the Law on Legalization, not the Law on Construction of Facilities.

With the new decision, the price for everyone building in the first zone will be 150 euros, although for those who solve the housing issue, reductions in fees may be applied, based on laws and decisions.

"Problems arose because of the very concept of 'basic housing' because it is recognized by the Law on Legalization, not the Law on Construction of Buildings. Then there were several interpretations by the ministry that went in that direction. In the future, they will pay like everyone else, with a reduction for resolving the housing issue as defined by the law," the Municipality explained the motives for making the new decision.

The amount of the fee per square meter in the first zone and according to the draft decision will be 150 euros, in the second 100, in the third 70, and in the fourth 30 euros. This type of fee is not paid for the fifth zone.

One of the proposed changes concerns the redefinition of zones, especially the fourth zone. According to the draft, the fourth zone would include the corridors of the roads Kolašin – Mateševo ​​and Kolašin – Jezerine in a width of 200 meters from the road axis on both sides, which is twice as much as the previous width of 100 meters. Also, this zone would be extended to the areas of the cadastral municipalities KO Žirci, KO Lipovo, KO Moračko Trebaljevo and KO Rovačko Trebaljevo, which are not located in the first, second and third zones.
