The Sports and Recreation Center (SRC) of Bar had to adjust its work program for this year, after the municipal assembly members did not vote on it at the session at the beginning of the year because there were projects that the company would not finance. The SRC says that they wanted to inform about the necessary investments in the coming period.
The changes were made in accordance with the discussion and findings during the local assembly session, and after the session of the competent assembly committee, which accepted the changes, the document was adopted in the continuation of the session.
As "Vijesti" was told by the SRC, headed by Bozidar Janković (Democratic Party of Socialists), the changes related to an addition that primarily aimed to inform the founder, namely the Municipal Assembly (MA) of Bar and councilors, about the necessary investments in the coming period in the facilities and infrastructure that were given to the management and maintenance of the SRC Bar.
The document (addendum at the end) was split into two parts, they explained. The first part referred to the investment plan of SRC Bar for 2026 and the second part to the necessary investments in the coming period in cooperation with the founder (which was unified in the previous plan), and in this second part, the amounts by item were omitted.
When asked how they would comment on the fact that only their work program was not adopted at the Bar Assembly session, they replied that "they have no right to comment on the adoption or non-adoption of any document of the Bar Assembly, not even their own, because you have to understand that the Bar Assembly is the founder of the SRC Bar."
"These changes in no way affected the work and disposal of SRC Bar funds, because the basis of the SRC Bar Annual Work Program remained completely the same in terms of scope of work and financial resources, and the changes related to the appendix, which had, as we stated in the header of the appendix itself, the purpose of informing the Bar Municipal Assembly and councilors about necessary investments in the coming period," they stated.
They pointed out that nowhere in the original document did it say that around one million euros above the SRC budget should be invested in 2026.
What they anticipated in the Annual Work Plan for 2026 was specifically indicated (under each item) of the total funds listed, and the document states that other investments are expected and necessary, which will be agreed with the Municipality of Bar and its competent authorities, with joint determination of priorities in the coming period, depending on the possibilities.
"The amounts listed next to these investments are for informational purposes only, in order to see at a given moment, according to market prices, which investments are involved, and given the current situation and price movements, these amounts will likely be different in the future," the company told the editorial staff.
They would appreciate more money.
These are, as they stated, projects for the upcoming period on the facilities and infrastructure of the SRC Bar and they are in communication with the Municipality of Bar on this issue. They state that these projects are necessary for the adequate maintenance and modernization of existing equipment, for changing standards, regulations and conditions for the use of sports facilities for various competitions, but also for a better and higher quality offer to citizens, athletes and sports clubs and visitors.
"Some of these projects are ongoing and are very significant and demanding both in terms of scope and implementation and in terms of allocated funds. Primarily, these are projects for the construction of locker rooms on auxiliary fields (which is being done in cooperation with the Municipality of Bar and FSCG) and the replacement of lighting in the sports hall (switching to LED lighting) which are ongoing. In the meantime, the project for the reconstruction of the athletics track has been completed, which we consider very significant and implemented at the right time," said the SRC.
During the Municipal Assembly session and the public debate on the Bar municipality budget, which this year amounts to more than 65 million euros, the SRC expressed the need for greater allocations of money from its founder.
When asked about the communication between that company and the Municipality of Bar regarding the increase in the money they are entitled to from the Municipality, they said that the communication is regular, almost on a daily basis, and it is mutually beneficial because it results in needs and opportunities.
Accordingly, they added, activities are monitored and an analysis and annual work program are prepared, which is almost always in similar positions in terms of the scope of work and necessary funds.
However, they add that "of course a larger amount would suit them, but they also understand the capabilities of the Municipality of Bar in this matter and always find a fair agreement and thus a realistic plan, and the Municipality of Bar has always been accommodating to them so far because they work together on matters of public interest." They are convinced that this will continue to be the case in the future.
"With the amount of funds allocated by the Municipality of Bar for 2026, SRC Bar will implement the planned activities and responsibly and adequately manage and maintain the entrusted assets, because we are recognized for implementing what we plan," they said.
Regular budget funding from the Bar Municipality for 2026 for the SRC is an 11 percent increase compared to the previous year, so the local government will pay them 610 thousand euros, 60.000 more than last year.
Investments million above SRC budget
Necessary investments that were not foreseen in the SRC plan for 2026 were submitted for the capital budget of the Municipality of Bar for 2025, and the company claims that they are "justified and necessary because these are facilities, systems and areas that, due to age and wear and tear, require investments with the aim of creating and increasing value and services and preserving and extending their lifespan."
When the values of these investments are added up, the figures show that for the projects indicated by the SRC, it is necessary to allocate more than a million euros from the budget of the Municipality of Bar, in addition to the 600 thousand euros allocated by the local government.
Among these investments is air conditioning for the sports hall's fighting area, which costs around 5.000 euros, fan cooler service for 4.000, thermal engineering for 10.000, heat pumps for 4.000, a resin cleaning machine for 5.000, repair of old baskets and equipment for 9.500, table tennis tables for 2.500...
Additional investments on the main field, which are not foreseen in the plan, have been marked as significant and at this stage of the analysis their amount exceeds 75.000 euros, of which the most significant and necessary investments are in the preparation of the advertising fence, the purchase of a turf cutting machine, benches for reserve players and delegates, work on the VIP box...
It is also necessary to invest 150.000 euros in the auxiliary field, and 25.000 euros in the Small Field.
Topolica Sports Hall and the area around it - the required priority investments amount to around 159.600 euros, of which 44.500 euros are foreseen in the plan for 2026, and around 115.100 euros are not.
Sports facilities/Fields in Madžarica - the required priority investments amount to more than 250.000 euros, and the SRC says that they are necessary for the adequate use of sports fields. The total priority investments for the items of the “Topolica” hall and sports fields amount to more than 400.000 euros.
An additional 42.000 euros are needed to maintain the children's playgrounds, 7.000 euros are needed to purchase the necessary aggregate, and 770.000 euros are planned under "other investments".
Just some of these projects and investments are the switch to LED lighting in the hall for 300.000 euros, the generator for the sports hall "Topolica" for 250.000 euros, outdoor lighting at the sports hall for 70.000 euros, video surveillance of sports fields and facilities for 10.000 euros, the construction of a beach volleyball court for 50.000 euros...
Who mows, and who invests and builds?
During the Bar Municipal Assembly session where the first version of the SRC Work Program was discussed, the head of the local assembly, Branislav Nenezić (Social Democrats), said that it is necessary to know "who is mowing and who is investing and building", referring to the projects implemented by the local government and the activities of the SRC.
When asked to comment on this, SRC said that Nenezić, as the former director of that company, knows SRC best and what challenges they face and struggle with, so he knows that one of the challenges is mowing itself, and that larger investments depend on the Municipality of Bar.
"In that context, we understood this jargon-laden attitude and therefore we expect his support on all issues when it comes to SRC Bar, not for our sake, but for the sake of citizens, tourists and athletes, because Mr. Nenezić also has a sports background, so he additionally understands the needs of such a demanding and dynamic system from that perspective," concluded the SRC.
Nenezić additionally criticized the fact that the plan includes projects that will not be implemented by the SRC and ironically said that they forgot to add 20 million euros for the construction of the swimming pool, because they will implement that project just like some of the others mentioned.
"You are listing things that are not your responsibility, do you understand that? This is not even a wish list," he said to Andro Drecun, who was replacing Executive Director Janković in front of the councilors.
