Last year, the Municipality of Bar did not begin or complete work on any development or major independent infrastructure project, but can mainly boast of roads, streets, and projects implemented in cooperation with the Government.
This follows from the Report on the work of the mayor and local government bodies and services for 2025, which "Vijesti" had access to, and which also summarizes the work of the first man of the Municipality. Dusan Raičević (DPS).
Last year, the Municipality of Bar had 63.424.000 euros available in the local treasury, and this year it transferred almost 30 million euros.
In the part of the document relating to development projects, none are listed, but it is mentioned that in the reporting year the local government began the process of drafting a new Strategic Development Plan of the Municipality of Bar for the period 2026-2030 (SPR), a key document that defines long-term goals, priorities and measures for sustainable economic, social and spatial development.
Last year, the Bar administration had a capital budget of 35 million and 860 thousand euros, and spent 16 million and a little over 329 thousand euros.
The opposition in the local assembly criticized this during the debate on this year's budget, claiming that the Municipality is not investing enough in large projects.
Although a good part of it has "passed by", the report states that "the work of local government in the reporting year 2025 was characterized by responsibility and commitment to the implementation of projects, in accordance with the law and positive regulations...".
Total budget expenditures of the Municipality of Bar for 2025 were planned in the amount of 63.424.000 euros, and executed in the amount of 40.202.258 euros, or 63,38 percent of the total budget.
There was a lot of paperwork in the Mayor's Office last year, as the document states that 4.774 various acts were recorded "in the form of receipts, dispatches and correspondence of the mayor with natural and legal persons, state bodies, the civil sector, local government bodies, as well as other entities."
It is stated that, along with investments in infrastructure projects, the Bar municipality continues to care for all segments of society, both the development of agriculture and entrepreneurship, and all citizens through the implementation of local action plans, programs to support the RE population, and by increasing funds allocated to education, scholarships for the most successful students, scholarships for scarce professions and vulnerable categories, as well as benefits for newborn children.
Focus on infrastructure
The most items are listed for infrastructure projects, so it is stated that the development of conceptual designs and the harmonization of the most optimal traffic solutions for the construction of boulevard roads from Sutomore (from the turnoff for the Sozina tunnel) to Žukotrlica (roundabout), as well as the Biskupade - Ćafe tunnel section (main road towards Ulcinj) are underway.
The reconstruction of the regional road Sveti Ivan - Vladimirske krute is underway, with a total value of around 12 million euros. The funds for the works were provided by the state budget, while the Municipality of Bar allocated close to three million euros from the local budget for the expropriation of land, agricultural and construction assets.
They once again nominated to the Government the main project for the reconstruction of the regional road Bar - Sutorman - Virpazar, the construction of which was financed from the local budget in the amount of 225.398 euros.
The project was included in the Government's capital budget for 2025, and the Municipality of Bar expressed its full willingness to contribute to the implementation of this important project for the further valorization of the Sutorman and Crmnica areas, but also due to the continuous devastation on certain sections that threaten the safety of citizens, which was particularly pronounced during 2025.
The construction of Street 2 in the Ilino settlement has been successfully completed, worth over 763.000 euros. A section of the road from the roundabout on the Željeznica River bridge to the central part of Ilino has also been built, with a length of 270 meters, and the Municipality of Bar has allocated more than 1,44 million euros for the expropriation of land for the entire road.
The best conceptual and architectural solution for the construction of a public parking garage in Bar, near the Green Market in Topolica, with 447 planned parking spaces, has been selected. According to the selected solution, the garage will have two underground floors, a ground floor and five upper floors, which will provide a significant increase in parking capacity in this part of the city.
For the purpose of municipal equipment and traffic regulation in the area near the Green Market and the future public parking garage, they have completed the development of project and technical documentation for the construction of roads S6, S7 and S18 within the scope of the DUP "Topolica IV", and construction tenders are expected to be announced in 2026.
Works have begun on the reconstruction of Borska Street, with sewage and parking spaces on both sides. The contracted value of the works, which are financed from the budget of the Municipality of Bar, amounts to more than 1.161.149,67 euros.
The construction of a new road with parking lots and sidewalks on both sides of Mila Boškovića Street, behind the “Pivnica” building, in the city center, with 38 parking spaces, has been completed. The value of the project, which was implemented from the budget of the Municipality of Bar, is 181.145 euros.
The reconstruction of the pedestrian path in Makedonska Street, with a total length of approximately 315 meters, within the scope of the DUP "Topolica-Bjeliši", worth 413.793,77 euros, has been completed.
The development and revision of the main projects for the reconstruction of the road with parking lots and pedestrian paths on Jovana Tomaševića Street in Topolica, in the immediate vicinity of the Zlatibor and Spuska buildings, and for the reconstruction of Jovana Stojanovića Street are in the final phase.
The contract for the development of green areas along the Petrovic Dynasty Boulevard, worth 1.125.300 euros, has been signed on the “design-build” basis. This project includes landscaping and horticultural development, including new public lighting and modern urban furniture.
During 2025, work was completed on the improvement of the pedestrian path in front of the "Tri kule" residential buildings on Vladimira Rolovića Street, worth 123.501 euros from the local budget.
Works on the development of public areas around the "Vladimir Popović Španac" Cultural Center have been completed, worth 824,211 euros, in two phases, on a total area of 3.570 square meters.
Nearly one million euros were invested in the investment maintenance of local roads in local communities. In July 2025, the Municipality of Bar announced a tender for the execution of asphalting and road rehabilitation works in the areas of local communities with an estimated value of 1.452.000 euros.
However, after an appeal was filed, the Commission for the Protection of Rights in Public Procurement Procedures annulled the procedure at the end of last December, and a new one was announced.
The review and analysis of the most optimal technical solutions regarding the reconstruction of the road from the Mirovica settlement to the Sveti Ivan settlement is underway, which will also include the construction of a new water supply and sewage network.
The construction of the transit and distribution pipeline Donja Tomba - Popovići, on the section of the M-24 highway from the roundabout in the settlement of Popovići to the turnoff for Stara maslina, has been completed. The total value of the project is 696.597,71 euros.
The construction of a sewage collector along JNA Boulevard has also been completed, with a total value of 197.633 euros. Works have been contracted for the construction of public lighting from Zeleni pojas to Sutomore - the "Inex" hotel, worth 347.820 euros, while a construction tender for the construction of public lighting from the "Ćafe" tunnel to Veliki Pijesak, estimated at 580.000 euros, is also expected.
A tender has been announced for the procurement of poles and LED lamps for the reconstruction of public lighting in the city center, with an estimated value of 500.000 euros.
They are arranging schools with the ministry.
In 2025, construction of a new kindergarten facility in Bar (phase I), with an estimated value of 3,2 million euros, began, financed from the budget of Montenegro.
As part of the implementation of the kindergarten construction project and further improvement of the traffic infrastructure in this zone, the Municipality of Bar has begun designing and selecting a contractor for the TB1, TB3 and TB5 roads within the scope of this planning document. A tender has been announced for the selection of a contractor for the construction of TB1 street with accompanying infrastructure, with an estimated value of 1,13 million euros, between zones “B” and “C” within the scope of the Topolica - Bjeliši Amendments and Additions DUP, which connects Bulevar Dinastije Petrović with the “Jugoslavija” Elementary School - next to the mixed goods market, and all of the above works are financed exclusively from the local budget.
In accordance with the obligations stipulated in the Memorandum of Cooperation on the implementation of priority infrastructure projects in the field of educational infrastructure on the territory of the municipality, which the Municipality signed with the Ministry of Education, Science and Innovation, and which foresees that the local government will provide 1,5 million euros for the improvement of school infrastructure and the level of education, several projects were launched in 2025.
The works on the arrangement of the playground in the yard of the Military Police "Pužić Veseljko" of the Public Security Bureau "Vukosava I. Mašanović", with a total value of 248.041,65 euros, are in the final phase.
Previously, the Municipality of Bar financed the development of the main project for the development of the aforementioned courtyard, as well as the main project for the reconstruction of the roof of the VJ building “Pužić Veseljko” and the main project for the reconstruction of the VJ building “Mali princ”.
A tender has also been announced for the reconstruction of the gymnasiums of the "Jugoslavija" and "Srbija" elementary schools, the renovation of which will be financed by the Municipality of Bar, with an estimated value of 1.331.000 euros.
They have also completed changes to the main revised project of the gymnasium of the "Mrkojevići" Elementary School, with an area of 1.800 square meters, on the basis of which the Ministry of Public Works announced a tender for the execution of additional works.
The selection of the contractor is in the final phase, which will soon create the conditions for the continuation of works on this facility, worth a total of around 2 million euros. Construction works on the construction of the Day Care Center for Children with Developmental Disabilities, worth a total of 1,6 million euros, have been completed. After all the renovation works are completed, the Municipality of Bar will equip the facility, for which a tender procedure worth 150.000 euros has been announced.
The main project for the development of the park with supporting infrastructure near the “Niko Rolović” Gymnasium has been completed, and a construction tender is expected to be announced during the year. The project, whose estimated value is close to 780.000,00 euros, will include three phases of work: development of public areas, construction of a fountain and two supporting facilities.
A contract has been concluded for the preparation of project and technical documentation for the construction of a swimming pool - a national aquatic center with a swimming area and accompanying facilities in Bar, worth 330.874,50 euros. This project has been nominated for funding by the Government and has been included in the capital budget for 2026.
The Municipality of Bar has implemented works on the construction and adaptation of playgrounds, sports fields and gyms with supporting infrastructure in Sutomore, Makedonski Naselje, Marovići settlement, “Šumice” park and in the area behind the “Spuska zgrada”. The total value of these investments, which were financed from the budget of the Municipality of Bar, amounts to 603,281 euros, with financial support from the Ministry of Sports and Youth in the amount of 30.000 euros.
The purchase of a comprehensive facility for the production, packaging and storage of olive oil for the needs of the House of Olives was completed, for which the Municipality allocated 150.000 euros.
