Ulcinj without public transport this summer too?

Although the Ulcinj Municipal Assembly adopted a decision on the establishment of the LLC "Gradski prevoz" on May 15, and the Municipality previously purchased five mini-buses for that purpose, this service will apparently not be available to citizens and tourists this season, "Vijesti" has learned.

A local government source said that a final agreement has not yet been reached regarding the company's director and management body, headquarters, or business premises, and that the number of stops on potential lines is also questionable.

Secretary for Utilities and Housing Leart Taipi, although he promised, for almost two months he has not answered questions about when the minibuses were purchased, how much they cost, when will public transport start, on which lines, how much will the tickets cost...

The adopted decision states that the establishment of the LLC "Gradski prevoz" aims to organize and improve public urban and suburban scheduled passenger transport in the territory, as an activity of public interest:

"This activity is key to providing accessible, efficient and safe transportation for citizens, which directly contributes to improving life in the local community, increasing population mobility and supporting economic and tourism activities in the municipality."

The municipality previously provided five "iveco daily" mini-buses for this purpose, with a capacity of 22 seats, which were produced in 2025.

According to the Law on Road Transport, the activity of public transport of passengers and freight in road transport may be performed by carriers that are registered in the Central Register of Business Entities for the performance of public transport of passengers or freight and have a license for public transport of passengers or freight.

The license is issued to a carrier that has its actual seat, or residence, on the territory of Montenegro, good reputation, financial capacity, an employed person responsible for transport who is professionally trained, vehicles owned, rented or leased, and a concluded contract on mandatory insurance of passengers against the consequences of an accident for each vehicle used for transport.

The Law also states that the carrier is obliged to publish, through electronic or printed media, the start of transportation on the line and the timetable at least eight days before the start of transportation.
