The Municipality of Ulcinj is awaiting a response from "SJ Property" from Podgorica, which could decide the fate of a multi-storey building under construction in the Old Town owned by that company.
This was confirmed by the President of the Municipality to "Vijesti". Genzi Nimanbeg.
"Yes, we met with the owners, talked and handed them a study on the assessment of the value of the plot and the work carried out so far. We are waiting for a response," Nimanbegu said briefly.
He did not want to reveal how much the three-member expert commission had estimated the Podgorica company's property in the Old Town was worth, but "Vijesti" unofficially learned that it was a figure of 1,4 to 1,5 million euros.
As Nimanbegu previously stated, two offers are on the table - adequate compensation for land in Pinješ, Ulcinjsko Polje or other parts of the city where the Municipality is the titular owner, or the purchase of the building with the associated land.
Two years ago, Nimanbegu held a meeting with the owners of the building, at which it was agreed in principle to hire experts and get the whole thing moving again, since the works have not been carried out for more than a decade, while the construction site has in the meantime become overgrown and poses a danger to passersby.
He also said then that he intended for the Municipality to purchase the facility in any way possible.
The company "SJ Property" previously told "Vijesti" that their position has not changed and that they are open to discussions and a possible exchange of real estate on the principle of proportionality.
They recalled at the time that they had acquired land with an already built facility in the Old Town, with the intention of engaging in high-class tourism activities, but that they subsequently encountered administrative barriers.
And in 2022, the former local government offered the company "SJ Property" to purchase an unfinished building in the Old Town, and in return, to give them a plot of land in Pinješ or Ulcinjsko Polje.
The then President of the Municipality Omer Bajraktari he told the owners that they could not and would not be able to build anything in the Old Town, and that this solution was therefore the best option.
The company "SJ Property" became the owner of the plot with the building in 2018 and has not carried out any work since the purchase, nor has it been able to do so.
The previous owner was the company “Butua Resort”.
The new owners, despite having a building permit, were unable to continue construction because the DUP for the Old Town had not been adopted.
The company "SJ Property" was founded on February 21, 2018, and already in June of the same year it became the owner of the plot and unfinished building in the Old Town.
Due to deviations from the building permit, the previous owners, the company "Ulcinj Resort", were prohibited from building in June 2009, and the Municipality then rejected their request to issue them a permit for the existing oversize.
The Inspection Department told "Vijesti" back in 2014 that the construction inspection had determined that the investor had a building permit, but was not building in accordance with it.
By then, the investor had managed to complete the rough work on the ground floor and first floor, and that is still the case today. The building is in a neglected state, while the plot is overgrown.
Back in 2017, the Directorate for the Protection of Cultural Heritage called on the then investor to complete the construction of the facility in the Old Town in accordance with the main project from 2002, which has conservation approval.
