Rajković ignores inspectors' requests

In mid-June, the Administrative Inspection in Bijelo Polje filed a request to initiate misdemeanor proceedings against the acting (acting) director of the Forest and Hunting Management Administration. Miloš Rajkovićbecause he did not comply with the inspector's requests.

The request to the Administrative Inspection to check whether Rajković had sufficient work experience when appointed as acting director was submitted in November last year by the Head of the Forestry Directorate at the Ministry of Agriculture, Forestry and Water Management. Ranko Kankaras.

Rajković has been the head of the Forestry Administration since April 2024, and has been appointed to an acting position five times so far, with the Government last appointing him on May 7 this year. "Vijesti" contacted Rajković about this case, but was unable to get a response.

The public administration department stated that they assigned the case to an administrative inspector, who on December 24th of last year initiated supervision over the work of the Ministry of Agriculture and the Directorate for Forest and Hunting Management.

"The Ministry of Agriculture submitted its statement on December 31, 2025. Given that the Directorate for Forest Management and Hunting Areas did not submit the requested statement, the administrative inspector sent it three urgent letters: the first on January 21, 2026, the second on February 27, 2026, and the third on May 25, 2026. Since the subject of supervision did not act upon the request of the administrative inspector or submit the requested statement even after three urgent letters, the inspector in question filed a request with the Misdemeanor Court in Bijelo Polje on June 12, 2026 to initiate misdemeanor proceedings against the acting director of the Directorate for Forest Management and Hunting Areas, for failure to act upon the requests of the administrative inspector," the Ministry said.

Still waiting for the report

Kankaraš told "Vijesti" that the minutes were not drawn up even after half a year on his initiative, although he forwarded them to the administrative inspector on November 27 last year. He also emphasized that the Ministry of Public Administration talks a lot in public about reforms and European norms, along with freedom from party influence, but that the state is stumbling over a request that should be a confirmation of impartiality and transparency.

"And for almost seven months, no response has been received to the request. Not even an urgent letter sent to the Minister of Public Administration." Maraš Dukaj in May of this year did not result in the implementation of supervision. As a reminder, in 2023, the administrative inspector conducted an inspection supervision on the same issue (determining whether the conditions for appointing Rajković as the acting director of the Directorate for Road Transport were met) and made a report within seven days. When the request for action is submitted by the minister (then the minister Ervin Ibrahimovic "(due to a public call-out from Rajković), it is completed in a week. When a request is submitted by a civil servant, then there is no inspection supervision for even seven months," he stated.

Rajković told "Vijesti" in November last year that his work experience had already been checked by the Government, that he met all the requirements, that his references exceeded those required, and that he had been employed continuously since June 2017. At that time, he also submitted evidence of his completed bachelor's studies at the Faculty of Law of the University of Montenegro and said that his work experience was clean, and that otherwise he would not have passed the control of the Government or their commission. He also emphasized that in the meantime, in 2022, he had also passed the bar exam.

Kankaraš, in a letter to the inspection from November last year, claims that Rajković graduated from the Faculty of Law in Podgorica on June 30, 2017, and that after systematization and upon the penultimate appointment in November 2025, the Ministry of Agriculture issued a certificate stating that as a lawyer, he has work experience in the VI qualification of education, for a total of eight years and three months, of which three years and five months were in management positions.

"Previously, the appointment as Acting Director on April 25, 2025 was made on the basis of work experience in the VII1 qualification of education, which required either at least five years of work experience in that qualification or at least three years of work experience in management positions. The first two appointments were also made according to previous systematizations, under the same conditions. From the biography available on the internet, it follows that after 2017, Rajković continued his full-time studies and obtained the VII1 qualification in the following year, 2018. As a full-time student during 2017/2018, he could only gain work experience in a fictitious manner, so that on the day of appointment (November 6, 2025) he had eight years of work experience in the VI qualification of education," Kankaraš's letter states.

The document also mentions that the Administrative Inspection determined in 2023 that Rajković did not have sufficient work experience to be appointed Acting Director General of the Ministry of Capital Investments on August 3, 2022. Due to this finding, the government dismissed Rajković from the position of Acting Director of the Directorate for Road Traffic and Vehicle Homologation in May 2023.

The then Minister of Capital Investments Ervin Ibrahimovic He claimed that Rajković was not completing work assignments on time, while Rajković said that he had stopped the practice of illegally importing working machines with forged certificates, that he had not succumbed to pressure, and that he had reduced corruption in that sector to zero.
