Podgorica-based company "Bemax" will implement one of the most demanding investment projects, the rehabilitation of existing roads in Budva: Jadranska magistrala, Žrtava fašizma and Kanjoša Macedonovića streets, for which the city treasury has decided to cost seven million euros, including VAT.
The decision, which "Vijesti" had access to, was made on July 8 by the mayor of the municipality, based on the proposal of the Commission for the implementation of the public procurement procedure of the Municipality of Budva. Nikola Jovanovic.
This is a "consolation prize" for "Bemax", considering that ten days ago it also lost a million-dollar job - the construction of a road across the Grđevica riverbed, which Jovanović, at the proposal of the municipal commission, awarded to a consortium of the Serbian construction company "Gemmax gradnja" from Novi Sad and the Kolašin company "Viamont", worth 18 million euros including VAT.
"Bemax" was ranked second in that tender, while the company "Carinvest", the family company of the former president of the Municipality of Budva Marko Bata Carevica excluded from the tender because it did not submit a guarantee.
A similar thing happened in this tender, to which, in addition to "Bemax", the company "Carinvest" also applied, but whose bid was again excluded because, as stated in the decision, a bid guarantee was not submitted.
"In the public procurement procedure according to the tender documentation for the rehabilitation of existing roads, the independent bid of the bidder "Bemax" DOO Podgorica is the most favorable," the decision signed by Jovanović states.
"Bemax", as it is emphasized, offered a financial offer of 5.785.1213,97 euros excluding VAT, which is the amount the Municipality offered to pay. The offered price provided "Bemax" with the maximum number of points from the municipal commission that evaluated the submitted offers.
The municipality stated in the tender that the value of the public procurement is 5.785.123,97 euros, and VAT amounts to an additional 1.214.876,03 euros. The city treasury is expected to pay 3.105.177 euros for this project this year, including VAT.
This means that the company of former municipal president Marko Bata Carević has missed out on another million-dollar deal from the local government, which is now led by Jovanović, his former chief of staff.
That "Carinvest" has objections to the tender is clear from the documentation that "Vijesti" had access to, where the construction company made an official request for free access to information regarding the entire tender procedure.
"We are addressing you here as participants in the tender announced for the rehabilitation of the Jadranska magistrala, Žrtava fašizma, Kanjoša Macedonovića roads with a request and inquiry as to whether you have received any requests for inspection supervision for this specific tender and if so, to provide them to us in accordance with the Law on Free Access to Information," reads the request from "Carinvest" which was submitted to the Secretariat for Investments of the Municipality of Budva on June 26.
On July 1, the departmental secretariat forwarded the request to the Public Procurement Service of the Municipality of Budva, which issued a decision a day later rejecting the request of the company "Carinvest".
"Carinvest's request for access to information is rejected. Acting on the request in question, the Public Procurement Service determined that the public call is ongoing and has not yet been completed, and according to the Public Procurement Law, it is stipulated that the Public Procurement Inspectorate cannot conduct inspection supervision during the public procurement procedure," reads the response from this municipal service, published on July 2.
In the past ten days alone, the Municipality of Budva has made decisions on the selection of contractors for the implementation of three key investment projects worth more than 30 million euros.
Last week, the municipality awarded the consortium of the Novi Sad-based company "Gemmax Gradnja" and the Kolašin-based company "Viamont" the job of building two prefabricated garages in the very heart of the city, near the Old Town, worth 5,5 million euros, in addition to the construction of a road over the Grđevica riverbed worth 18 million euros.
Milo Božović established good cooperation
Podgorica-based company "Bemax" continues its good cooperation with the municipal authorities with its latest work. Namely, while the city was governed from the Supka pretrial detention center by the detained former mayor of the municipality, Milo Božović, "Bemax" implemented two large projects.
Božović concluded a contract in the Spusk cell of the Remand Prison with the company "Bemax", which for three million euros carried out the reconstruction of two streets in the very center of the city - 22. novembra and Mediteranska Street. The expansion of 22 novembra Street into four lanes and the construction of a roundabout were completed in July 2024, at the height of the season.
Immediately after that, "Bemax" was entrusted with the job of building an atmospheric canal, which solved the problem of atmospheric water drainage, thus ending flooding in the city center during heavy rainfall.
