Chief City Architect of the Municipality of Budva Jelena Lazic has once again rejected the request of the Budva-based company "Imperiall Carević" to issue approval for the conceptual design of a temporary facility - a beach bar with a catering terrace on the hotel beach on the part of Slovenska beach towards Cape Zavala.
Lazić first rejected the request in early May when she declared herself incompetent. The new decision rejecting the company “Imperiall Carević”, a company founded by Lazar Carevic, younger son of the former president of the Municipality of Budva Marko Bata Carevica, who owns the hotel of the same name on the roundabout at the very entrance to the city, about a hundred meters from Slovenska beach, was signed by the city's chief architect on July 10th.
"The request of "Imperiall Carević" DOO from Budva for approval of the conceptual design of the architecture project of the temporary facility for which the main project is being prepared in relation to the design, materialization and urban planning parameters for the installation of temporary facilities on the 10F hotel beach and a temporary assembly-disassembly facility - an open bar with a terrace within the framework of the Amendments and Supplements to the Program of Temporary Facilities in the Coastal Zone for the period 2024-2028 is rejected," it says in the decision, which "Vijesti" had access to.
The beach bar is, by the way, largely set up on the hotel beach.
As stated in the explanation of the decision, the Carević family company submitted a request for approval of the conceptual design on June 9, to which the chief city architect sent a call for amendments to the request on June 25.
"As part of the conceptual design, it is necessary to submit an updated geodetic base no older than six months, prepared and certified by an authorized licensed geodetic company. The assembly-dismantling toilet facility shown in the conceptual design is not included in the total gross developed area, and needs to be corrected. In the conceptual design, in the technical description, it is necessary to state the location and categorization of the hotel to which the hotel swimming pool belongs, and it is necessary to correct the number of deck chairs and umbrellas according to the given standard," it was suggested, among other things, by the service of the Chief City Architect.
Carević's company was given three days to submit the requested documentation and make the suggested changes.

"Due to the fact that the party did not eliminate the deficiencies noted in the invitation for amendments within the given deadline, the Chief City Architect is of the opinion that the statement did not meet all the required requirements, nor was the conceptual design submitted in the legally prescribed form, and in accordance with Article 116 of the Law on Administrative Procedure, he decided to refuse to grant approval to the conceptual design of the architectural project of the temporary facility," the document states.
Carević's company found itself in the public spotlight in mid-April after illegally installing 15 large concrete pillars, burying them in the sandy beach.
They planned to set up a much larger beach bar and catering terrace than was foreseen by the urban planning and technical conditions issued to them by the Public Enterprise "Morsko dobro".
Then the Public Company for Coastal Zone Management threatened the tenant, the company "Imperiall Carević", and gave it five days to remove the concrete pillars it had dug into the beach and return the area to its previous condition.
If he fails to do so, as stated in the warning, signed by the director of the Coastal Zone Mladen Mikijelj, and as "Vijesti" reported, the public company will terminate the contract.
The next day, Carević removed the pillars from the beach.
On April 14, the controllers of the Public Company "Morsko dobro" made an official note regarding the works carried out in the area of the municipality of Budva, location Slovenska obala.
"A visit to the hotel beach marked with the number 10F revealed that the user, the legal entity "Imperiall Carević DOO", carried out work on digging in concrete footings in the central part of the beach, after which the supports for the future construction of the temporary facility were concreting. In the specified area for setting up the bar, footings and supports were placed in an area of approximately 20 square meters, while for setting up the catering terrace, footings and supports were placed in an area of approximately 100 square meters. At the beach in question, the valid Program of Temporary Facilities in the Coastal Zone in the Municipality of Budva for the period 2024-2028. provides for the installation of an open bar with an area of 12 square meters with a catering terrace with an area of 35 square meters, the urban and technical conditions of January 23, 2026 strictly state that concreting for setting up catering facilities is not allowed on sandy parts of the beach," the official note said.
They stated that "Imperial Carević" is setting up the planned catering facility in larger dimensions, and instead of a bar, a 20-square-meter bar is being set up, and instead of a 35-square-meter terrace, a 100-square-meter terrace is being set up.
"In addition to the above, it can be clearly established that the concreting and installation of concrete footings is contrary to the stated UT conditions," they emphasized at the time in Morski dobro.
