The Public Company for Coastal Zone Management (JPMD) deceived a member of the company's Board of Directors Nikola Čepić presenting him with an incorrect "Report on JPMD investments implemented during 2025 and 2026" about ten days ago.
In that report dated July 31st of this year, signed by the head of the Service for the Development and Construction of the Coastal Zone Miljana Miljanic and director of JPMD Mladen Mikijelj, among other things, it was stated that in the area of the municipality of Tivat last year and this year they implemented activities worth 2.840.000 euros.
However, this does not correspond to the data presented in the official Report on the Work with the Financial Report of JPMD for 2025, which the state-owned company recently submitted to the Government and which was adopted by it, nor to the data from the CEJN portal of central public procurement of Montenegro, nor to the objective situation on the ground in Tivat.
Namely, in the official 2025 Work Report submitted to the Government, JPMD stated that last year it invested a total of 185.298 euros including VAT in the construction of new coastal infrastructure in Tivat, as its participation in co-financing the construction of the second phase of the Belani coastal promenade.
The Municipality of Tivat has spent more than a million euros of its own money over the past six years on the construction of the coast and promenade in Belani.
According to the same report, as far as Tivat is concerned, last year the Coastal Department concluded a contract worth 23.900 euros with the Podgorica company "Civil Engineer" for the development of a conceptual design and main project for a coastal promenade from the Church of Saint Roch in Donja Lastva to Lepetane, 2,2 kilometers long.
A contract was also signed for the preparation of project documentation and the execution of works on the development of sports fields, a children's playground and an outdoor gym on the Island of Flowers, but this work was only completed this year.
In the information that JPMD management provided to its own Board of Directors member Nikola Čepić, however, the data presented by the company is drastically different. They state that the value of JPMD's investment in "the construction of coastal infrastructure - the Belani coastal promenade, phase 2, under the Agreement on co-financing of works between JPMD and the Municipality of Tivat" amounted to 400.000 euros.
According to this information, the preparation of project documentation and the execution of works on the construction of a sports field, children's playground and outdoor gym on the Island of Flowers cost 95.678,03 euros including VAT.
In addition, the JPMD management informed Čepić that Morsko dobro invested 240.000 euros last year and this year in "emergency and urgent repairs and maintenance of coastal infrastructure (Seljanovo)", and paid 246.000 euros to the local Public Utilities Company for communal maintenance and horticultural landscaping of unleased parts of the coast in Tivat to tenants.
The information to Čepić, as allegedly implemented, also lists two projects that have not even been started, not even in the form of a tender for the selection of a contractor: the rehabilitation of the plateau in front of the "Kamelija" hotel in Donja Lastva, an area of 1.500 square meters, and the rehabilitation of the plateau in front of the "Mimoza" hotel to the Kalimanj port, a length of 150 meters. Both of these investments, according to what the management of JP Morsko dobro informed one of the members of its own Board of Directors, amounted to "approximately 200.000 euros".
In the "activities implemented in 2025 and 2026 by the Service for the Development and Construction of the Coastal Zone" in Tivat, JPMD, in the information provided to Čepić, also listed the reconstruction of part of the promenade in Donja Lastva, from the Church of St. Roch to Ivović Park, worth "approximately 1.440.000 euros".
For that item, they noted that "the tender is ongoing, it was already announced once, there were five bidders and it was canceled."
However, a search of the CEJN portal of central electronic public procurement of Montenegro shows that among the over 100 public procurement procedures initiated by JPMD from January 1 this year to today, there is no repeated tender for the selection of a contractor for the reconstruction of the Lastovo waterfront, which Morsko dobro has been empty promises to the people of Tivat for years.

JP Morsko dobro did not respond to "Vijesti's" questions to explain how it is possible that the data on the allegedly implemented activities in 2025 and 2026 by the Service for the Development and Construction of the Maritime Domain for the Municipality of Tivat, which were presented on July 31 to Nikola Čepić, a member of the JPMD Management Board from Tivat, drastically differ from the objective situation on the ground, and especially from the data from the official JPMD Work Report for 2025 adopted by the Government.
The company, led by director Mladen Mikijelj (New Serbian Democracy), did not respond to a request to explain the fact that in a document dated July 31 this year, signed by the head of the Service for the Development and Construction of the Maritime Domain, Miljana Miljanić, and the director of JPMD Mikijelj, the member of the Board of Directors of that state-owned company, Nikola Čepić, is addressed as "Nikola Čarapić".
According to a report submitted to the Government, last year JPMD received a total of 1.411.933 euros in revenue from coastal tenants in the municipality of Tivat. When half of last year's revenue from the JPMD ferry line that operates between the Lepetane pier in Tivat and the Kamenari pier in the municipality of Herceg Novi is added to this, which amounts to 3.716.968 euros, it turns out that Morsko dobro "took" a total of 5.128.901 euros from the Tivat area last year, while at the same time returning only a fraction to the city in the form of investments in coastal infrastructure.
