And while two years ago, the Cypriot company "KDP promotion and investments limited" heavily promoted its project to build a luxury resort on Cape Skočiđevojka, near Režević, a former military base, all traces of these investors have now been lost.
The Municipality of Budva, or rather its Local Public Revenue Administration, was forced to publish a notice on the bulletin board in the Municipality building and on the municipal website inviting the investor to collect the tax debt decision, because it cannot deliver it to him.
"The Local Public Revenue Administration of the Municipality of Budva, acting in accordance with its official duty to undertake the security of a tax claim, pursuant to the Law on Administrative Procedure, delivers an administrative act - a decision on the security of a tax claim (mortgage) - by public notice," it says in the document that "Vijesti" had access to.
This is a decision on real estate tax for 2024 in the amount of 182.325,28 euros.
"Since the delivery of the act in question could not be carried out in one of the ways stipulated in the articles of the Law on Administrative Procedure, the Local Public Revenue Administration of the Municipality of Budva shall deliver the act by public publication on the website of the Municipality of Budva, the electronic administration portal and the bulletin board. Delivery by public notice shall be deemed to have been made upon the expiry of the ten-day period, i.e. August 26," the notice states.
In mid-May, the administration already registered a mortgage in the cadastre for the amount of 182 thousand euros, blocking a large land complex of 62 thousand square meters owned by a Cypriot company.
"Mortgage in the total amount of 182.325,28 euros in favor of the Municipality of Budva, property of "KDP promotion and investments limited", it is written in the real estate list that "Vijesti" had access to.
As a reminder, the Local Public Revenue Administration, acting ex officio, at the end of October last year initiated a forced collection procedure against the debtor, "KDP promotion and investments limited", which owes 182 thousand euros in real estate tax.
The complex on Cape Skočiđevojka was previously blocked by the Tax Administration of Montenegro at the beginning of August last year, registering a mortgage on the land complex for a tax debt of 701 thousand euros, which the Cypriot company had not settled. After that, at the beginning of January last year, the Municipality of Budva did the same, because the municipal tax debt for 2023 had not been settled.
In the meantime, the former military base on Cape Skočiđevojka is an immovable cultural property by decision of the Administration for the Protection of Cultural Heritage.
"Record of status - immovable cultural property of national importance - Skočiđevojka - JNA coastal artillery battery", was entered in the cadastral records at the end of November last year.
This gave the Cypriot company the opportunity to realize its ambitious project, the construction of a luxury tourist resort, by creating a new project, in accordance with the new status of this location.
When it comes to measures and the regime for the protection of cultural property, it is emphasized that it is necessary to prepare a conservation project with a project for the presentation and purpose of the cultural property. The Administration insists that the current planning documentation, namely the urban planning project "Skočiđevojka", be reviewed, and that in accordance with the values of the environment, construction be envisaged that will enhance the existing values of the buildings and space.
The company “KDP promotion and investments limited” received approval from the chief state architect for a revised and supplemented conceptual design for a future five-star tourist complex on Cape Skočiđevojka in early July 2024. Locals have been challenging the project from the beginning, insisting that it involves concreting, which is not appropriate for the location.
The amended and supplemented solution, previously submitted to "Vijesti" by a foreign company, envisages the construction of a luxury tourist complex, a 5-star hotel, on urban plot no. 1 with a total area of 49.915 square meters, consisting of a hotel building and six annexes-villas, operating under a mixed business model, in accordance with the Law on Tourism and Hospitality.
“In the revised conceptual design, the number of floors of the hotel building has been reduced by the two highest floors, i.e. by 1.645 square meters of gross area. Six annexes-villas have been designed along the cliff itself, with a ground floor and one floor. The total gross area of all the designed buildings is 61.132,22 square meters, while according to the urban planning and technical conditions (UTU), the maximum allowed gross area is 75.543 square meters. In terms of the achieved capacity, the total number of accommodation units in the planned buildings (hotel, annexes, villas) is 349 units and 724 beds, while according to the UTU, the maximum allowed capacity is 1.532 beds. In one wing of the hotel, a segment with hotel rooms of a total of 140 accommodation units has been designed, while in the other wing of the hotel, 203 apartment-type accommodation units have been designed, which has achieved a total number of beds of 246 in hotel rooms and 452 beds in hotel apartments, while in a total of 26 beds were created in the outbuildings-villas", the project states.
After being declared a cultural asset, the project must certainly be adapted, but the investor has not announced anything since then.
Who took 200 thousand in bribes from investors?
The “Skočiđevojka” project practically led to the collapse of the Budva branch of the New Serbian Democracy, which split into two factions, one that remained loyal to the current leader Andrija Mandić and the other to the arrested then-Mayor of the Municipality, Milo Božović. During the election campaign two years ago, the two factions accused each other of taking a bribe of 200 euros from investors.
At that time, the Budva board of New Serbian Democracy vehemently rejected the accusations of the leader of the "Budva Our City" list, Nikola Jovanović, that someone from that party had taken 200 thousand euros for the "Skočiđevojka" project, stating that "nonsense" was coming out of Jovanović's mouth and "the heads of drug clans, who recently escaped or were arrested, are speaking again."
They then encouraged Jovanović and held him to his word to file criminal charges with the Special State Prosecutor's Office (SDT) for the "Skočiđevojka" project, so that, as they say, it could be seen how much money he wanted to make from that project.
The Prosecutor's Office did not publicly announce that a case had been opened regarding these charges.
