On Friday, the new Minister of Sustainable Development, Pavle Radulović, signed a building permit for the Budva company Zeta film of Nikšić businessman Branislav Bran Mićunović for the construction of a five-star condo hotel on the site of the dilapidated Zeta film building in the center of Budva.
By issuing the construction permit, the new opposition Budva government was preempted, which announced that at the first session of the local parliament, it would pass a decision on the moratorium on the Detailed Urban Plan "Budva Center", which included the plot owned by the Mićunović family company.
Zeta Film submitted the application for a building permit exactly one month ago, when Branimir Gvozdenović was at the head of that department.
"A building permit is issued to Zeta film Budva for the construction of a primary catering facility for the provision of accommodation services and the preparation and serving of food and beverages, a five-star condo hotel. The condo hotel has two floors, a basement, a ground floor, a mezzanine and ten floors, with a total gross construction area of 15.123,32 square meters, of which the area of the above-ground part is 10.965,76 square meters, and the gross area of the ground floor is 953,10 square meters," states the decision which was published on the website of the Ministry.
It is added that all consents and obligations to the Municipality and the regional water supply for fees have been settled.
On the urban plot where the Zeta film building is located, and which also includes the city park, the DUP Budva center envisages the construction of a multi-storey building with a total gross construction area of 23.327 square meters.
Zeta Film owns 3.149 square meters of land, on which the building of Zeta Film, the former leading Montenegrin film company, was built, with 1.491 square meters of office space.
Zeta film, at the time of mass voucher privatization, was taken over by Cypriot Anagusta. Instead of Anagusta, the Mićunović family soon became the majority owner of the shares - Branislav has 52,3 percent, and his nephew Predrag Mićunović has 26,7 percent of the shares.
In the Central Register of Business Entities, Branislav Mićunović is registered as the president of the board of directors of Zeta film, while his son Đorđe, daughter Andrea Kustudić, and nephew Predrag Mićunović are also members of the board of directors.
The building of Zeta film was built on land, which Budva's greatest benefactor Tomo Luketić left nine decades ago as an endowment for the education of children from Paštrović, Budva and Sveti Stefan.
Luketić's will was never fulfilled, because the municipality registered almost 40 thousand square meters of land and then sold it. The representatives of the family formed the Foundation "Tom Luketić and his wife Stana Foundation", which started a legal battle in order to return the property.
