Bosniak party: When there is no chair in the municipality, they establish an agency

Emir Kurtagić - son-in-law of Rožaj Municipality President Ejup Nurković and nephew of Assembly Speaker Husein Kurtagić - was appointed acting director of the newly formed Rožaj Agency for Design and Development.

Several sources from the Bosniak Party claim that he was appointed to that position without an open competition and that he does not meet the requirements prescribed by law for that position.

Some of the interlocutors of "Vijesti" claim that the Agency was founded only so that Kurtagić could get a management position.

"In addition to the Secretariat for Urban Planning and Spatial Planning and the Directorate for City Development, it was crazy to form another budget unit at a time when the Municipality is not even able to pay salaries regularly. This would only be justified if at least one of the already existing units were to be shut down, which is what President Nurković had planned, but the party authorities did not allow him to do so," claims the "Vijesti" source.

As part of the new systematization, the mayor, according to the interlocutor from the BS, wanted, among other things, to shut down the Secretariat for Urbanism, but the Executive Board of the BS refused to consider such a reorganization proposal, deeming it unacceptable.

Thus, with the establishment of the Agency for Design and Development, there was an overlap of work with the Secretariat for Urban Planning and the Directorate for Construction.

The agency was founded by the decision of the Assembly, at the session on January 28.

At that time, it was said that it will operate as a company with limited capacity and prepare planning documents that are adopted in local government units in accordance with the planning and spatial planning program, as well as technical documentation for the construction and reconstruction of buildings financed from the funds of the Municipality of Rožaje.

It is planned that the Agency controls the construction of buildings and performs tasks for the implementation of local investment policy.

"It is obvious that Mayor Nurković only trusted someone close to him for the jobs where he actually has the most money, but that also opens up many other topics such as various financial malfeasance that no one but the family will have an insight into. And that, in addition to nepotism, is the most dangerous thing in the whole process", said a high-ranking BS official, who claims that Nurković's actions caused a split in the party because many believe that many of the mayor's decisions are based on family needs.

Kurtagić worked for less than two years as an official in the Directorate for City Construction and does not have three years of work experience in management positions, which is required by law for the performance of the directorship.

The office of the President of the Municipality did not respond to the questions of "Vijesti", and it was not possible to get a comment from Kurtagić.
