The political crisis in Ulcinj has reached its peak, but no solution is yet in sight that would bring the operations of the Municipality and the Assembly back to normal. The key to solving the crisis, without a doubt, is now held by the Ulcinj DPS committee, which is waiting for the decision of the headquarters in Podgorica on which of the two submitted offers is acceptable for the re-composition of the authorities.
The position of the Ulcinj DPS is very delicate because for months the DPS presidency has had more pressing matters than solving the crisis in the southernmost municipality. The head of OO Ljoro Nrekić said that the former coalition partners, Forca and the Democratic Party, are to blame for the catastrophic situation in the city.
"There is always moral responsibility, but I repeat that DPS did not contribute to the creation of the crisis," said Nrekić to "Vijesta".
He added that the DPS will not create a quorum for any party at local parliament sessions in the future either. Because of this, but also because the head of the SO and high-ranking official of the Force, Fuad Hadjibeti, called the councilors not to attend, as he claims, an illegally convened session, the session of the local parliament, whose agenda is the budget for this year, was not held yesterday.
The head of the Ulcinj SDP Skender Elezagić said that the people of Ulcinj have become hostages of political trade and that the DPS in the office of the President of the Municipality on two occasions agreed to be in the hall at extraordinary sessions in order to adopt decisions of strategic interest to the citizens.
"Despite that, they were not at the previous session. It was probably decided by the central office in Podgorica. But how long do we have to wait for the final decision of the DPS", said Elezagić.
He reminded that Ulcinj has been waiting for DPS to break since the end of last year.
"First we were waiting for a vote of confidence in the government, then the dismissal of Konjević, now a parliamentary dialogue and then probably also the head of the republican parliament. We are waiting for Đekna to die, and in the meantime our fellow citizens are dying, said Elezagić.
He claims that the behavior of certain political entities is extremely irresponsible towards citizens.
"The adoption of the budget is a basic prerequisite for obtaining a loan guaranteed by the Government, which would solve numerous problems in the functioning of the municipality and open the door to already agreed investments. The background of the boycott is solely the intention to obstruct a political opponent, regardless of the interests of the citizens," said Elezagić. and added that in such a situation it would be most correct to return the mandates to the citizens.
OO URA President Omer Barjaktari said that the political situation in Ulcinj in recent weeks is entering new, unprecedented dimensions of amateurism and hypocrisy.
"Irresponsibility also takes on new forms that we can hardly find elsewhere. Just one example is enough: everyone is asking for someone's resignation, and no one is ready to offer theirs as a completely logical move for the situation for which they are the most responsible," said Barjaktari.
He said that the agreement reached with the President of the Municipality regarding the coverage of the parliamentary session was broken by the DPS in cold blood.
"I guess we are not so incompetent that we should wait for an invitation from Podgorica to discuss some important decisions that we all agreed should be made as soon as possible," Barjaktari said.
He added that the local DPS behaves like a minor child, or rather, as a political entity that cannot act of its own free will.
Barjaktari added that the only solution is new elections, which would be held with parliamentary elections in October.
The DPS Presidency will decide on the offers of Force and Đeka
The head of Ulcinj DPS, Nrekić, did not want to reveal what OO suggested to the party presidency.
"We have a written offer from Đeka, who offers us the position of the President of the Municipality. There is also an oral offer from Force, who offers us the position of the President of the Parliament. The DPS Presidency will decide on that, that's how we function," said Nrekić.
