The lack of urban plans is a chronic problem in Ulcinj, because of which citizens suffer, and are often the target of inspections. Therefore, illegal construction in this city has become a normal phenomenon.
An extraordinary session of the local parliament is scheduled for tomorrow, where seven urban plans will be discussed, some of which are in attractive locations. However, due to the government crisis in our southernmost city, the question is whether there will be a quorum at all. The opposition also wonders why the municipal budget has not yet been adopted.
The chronic problem of illegal construction in Ulcinj could be partially solved by the adoption of seven urban plans that are on the agenda of the extraordinary session of the local parliament on Tuesday. The opposition claims that these plans could have been adopted much earlier.
"It is mainly about DUPs that have long gone through the procedures prescribed by law and are waiting for inexplicable reasons to be put on the agenda of the Assembly. All this could have been done much earlier, citizens are suffering and bearing the consequences due to the lack of promptness and lack of goodwill of the representatives of the parliamentary majority in Ulcinj", said Skender Elezagić from Ulcinj SDP.
In the URA, which recently moved from the government to the opposition, they have a similar attitude.
"This crisis of the local parliament has been going on for almost a year, and during that period a large number of decisions of the executive power accumulated. I am primarily referring to decisions related to the interests of citizens - urban plans, several plots of land awaiting completion and adoption in the local parliament, which directly related to construction and the interests of citizens". said Omer Barjaktari from URA.
On the other hand, the head of the local parliament from the ruling FORCE denies it.
"They could not be before the councilors before and I, as the president of the SO, would not allow it. Urban plans take a long time, they are not decisions that are adopted in a year, but last for 20-30 years, we had to respect the procedures," said the president of the SO Ulcinj Fuad Hadjibeti.
Although there is no longer a parliamentary majority in Ulcinj, Hadžibeti believes that there will be a quorum for the session.
"Urban planning is the need of our municipality. The changes and additions to Ulcinjsko polje, Liman, Pristan are interesting. There are attractive locations in question, and we have a specific plan for the settlement of Kodre, where we did not have plans before. We will be able to legalize those facilities and businessmen who do business there," said Hadžibeti.
For the opposition, it is strange and irresponsible that the decision on the budget for this year was not on the agenda. Due to the government crisis, Ulcinj is currently without the most important act and functions on the basis of temporary funding.
"The budget proposal passed the public discussion and it was logical that the budget should be on the agenda, especially before the conditions would be created to withdraw the loan funds and provide a financial injection to the Municipality's budget, which is collapsing," says Elezagić. .
The SDP says that the government crisis in Ulcinj has been going on for too long, and that it would be fairest to the citizens to organize extraordinary elections.
