The statement of the President of the Parliament of Montenegro, Ranko Krivokapić, by which he asks the Capital City of Podgorica to implement the legal obligation in the part of the constitution of local communities, the regulations related to this in accordance with the law, said Zoran Lakušić, a member of the Presidency of the Democratic People's Party (DNP). and councilor in the Assembly of the Capital City of Podgorica
"He should have asked not only to implement the law, but also to determine the responsibility of the leaders of the Capital City of Podgorica, due to non-compliance with the law. With such a request, he showed political cowardice, because he had the opportunity to prevent lawlessness in this area and one-party committees of local communities , which the DPS-SDP majority used for internal party needs and political corruption. If he wanted the rule of law, he could have initiated this legal obligation much earlier, bearing in mind the fact that his party has been in power in Podgorica for a decade and a half," Lakušić pointed out. .
He added that the valid decision of the Podgorica Municipal Assembly on local communities was made in 1995, and that it should have been harmonized with the law 15 years ago.
"The decision on local communities in the capital is not made, because it benefits only the DPS-SDP majority, which is satisfied with the existing factual situation, in which the leaders of local communities were illegally appointed by decree, Miomir Mugoša and Slavoljub Stijepović. Regardless of what according to the law, it is in the exclusive competence of citizens of local communities. The first man of the SDP has been silent for a decade and a half, about the corruption that is present in solving housing issues, the persons elected or appointed by the Assembly of the Capital City, the mayor and other persons whose work is of special interest to the Capital City. The fact is that the DPS-SDP government has been hiding the names of the persons and the procedure on the basis of which their housing issue was resolved for years. These data are not only not available to the public, but thanks to Krivokapić and his party, they are also hidden from the councilors of the Capital City Assembly," Lakušić said.
He points out that by concealing the aforementioned data, the executive power has been violating the Constitution of Montenegro, the Law on Free Access to Information and the Statute of the Capital City for years.
"Such illegal multi-year behavior towards councilors and the general public, in addition to enormous political responsibility, also has criminal responsibility, because the capital city's budget has been damaged to the tune of hundreds of thousands of euros. There are plenty of examples of this in the work of the executive power, because during all these fifteen years of the rule of the DPS-SDP majority, the money of the citizens of Podgorica was intensively poured into the private pockets of privileged favorites, holders of responsible positions in the local government of the Capital City. All this seriously indicates a high level of corruption in the capital city," said Lakušić.
According to him, all the threats of the SDP, primarily the President of the Assembly of the Capital City, Đorđe Suhih, were empty, demagogic and political.
"In the end, everything came down to one thing, that all these years they were just servants of the DPS. If Krivokapić cares about the rule of law and state-building interests, he should know that the mafia is stronger and more dangerous than any other mafia, which has gained important state positions thanks to him and his party," concluded Lakušić.
