The Ulcinj SDP called on the Democratic Party of Socialists to make a decision on taking over power in Ulcinj as soon as possible and assume responsibility for the functioning of the local administration.
"The lack of sincerity and cooperation within the ruling coalition has led to laziness, incompetence, immaturity, irresponsibility and extreme irresponsibility towards the needs and interests of citizens, which has so far been unprecedented on the political scene of the city. While Nazif Cungu's Force and Fatmir Đeka's Democratic Party, two the biggest partner in the coalition, they are competing who will be faster and more successful in creating the conditions for the return of DPS to local government, the functioning of local government bodies is completely paralyzed," Ulcinj SDP councilor Ardijan Kasneci said at today's press conference.
He also said that the leaders of those parties, burdened by their fate in countless combinations of the future government, do not have time to deal with the problems of the citizens of Ulcinj.
"The extreme inactivity of the highest body, the municipal assembly, which should control and supervise the work of other bodies, is of particular concern. This year, the local parliament held only half of one session where issues related to its original competences were discussed, and it was concluded without exhausting all the items that were on the agenda," Kasneci reminded, adding that all other sessions were forced and held under pressure from others, usually by order of the central authorities. As he stated, at the same time, in the drawer of the President of the Assembly there are more than 50 different acts, which were prepared by the executive power and presented to the councilors for adoption, and which are closely related, not only to the realization of the rights and interests of citizens, but also to filling of the municipal budget.
"Among those acts are urban plans that have gone through all the prescribed procedures and have all the necessary approvals from the relevant Ministry. And while the local government obstructs itself in adopting the plans, our citizens' inspection demolishes the houses that they were forced to build on a whim, precisely due to the lack of spatial planning documentation," Kasneci said.
Pointing out that the citizens are not aware "that, due to the lack of promptness of the local administration, the Government canceled the few plans that Ulcinj had," he emphasized that among them is the urban plan for the most valuable part of Ulcinj, the Old Town.
"There is no need to emphasize that the Social Democratic Party will support to the maximum every effort to stabilize and normalize the work of local government bodies, and whether or not we will be part of the future government will not affect our involvement in the slightest", assessed Kasneci.
The Italians want Solana
Ulcinj SDP leader Skender Elezagić confirmed that two renowned companies from Germany and Italy are interested in Ulcinj Solana.
Those companies expressed a concrete interest in restoring the salt production process in the salt pan. He said, stating that the information had been verified.
"The company from Italy is ready to invest significant funds in the complete reconstruction of the Saltworks and to increase the total production, from the maximum of 30.000 tons up to now, to 120.000 tons, with the application of technology that meets the highest ecological standards in order to preserve, protect and improve the area's biodiversity ", he said, emphasizing that the competent state and local authorities are now on the move "to give full support and create legal and other prerequisites for choosing the best partner and thus show their true commitment to removing all obstacles on the way to final EU membership ".
Elezagić stated that because of all this, the decision of the Constitutional Court to accept to consider the initiative on the assessment of the constitutionality and legality of the Decision of the Assembly on changes to the Spatial Plan of Montenegro, related to the use of the area of the Saltworks, is worrying.
"Respecting in the absolute sense the right of the Constitutional Court to, without any pressure, make a final decision within its jurisdiction, we believe that, even if it is determined that the disputed Decision is not in accordance with the law and is invalidated, this does not in any sense mean that the purpose of the space covered by the Ulcinj Solana automatically changes," Elezagić assessed.
He added that even if that Decision is legally invalidated due to procedural errors, the fact that the Parliament of Montenegro, as the highest legislative body, expressed the political will and position that the land use of the Ulcinj Saltworks does not change cannot be erased.
"In addition, in the Surface Use Map of the Spatial Plan of Montenegro, the area of Solana is not marked as construction land, but as a "development zone". After all, the Spatial Plan only determines the policy of space use and the general concept of space use, while the specific development carried out through lower-level plans, in this case, the Special Purpose Plan for the Coastal Area and the Spatial Urban Plan of the Municipality of Ulcinj," said Elezagić and reminded that both documents are currently in the adoption procedure and that there is enough opportunity and space to determine the purpose of this area in accordance with the highest state and local community interests.
"Taking into account, first of all, the publicly stated warnings of the highest EU officials that the pace of integration of Montenegro into the EU will directly depend, among other things, on the realization of obligations related to the area of Solana," said Elezagić.
