Pointing out that the citizens are not aware "that, due to the lack of promptness of the local administration, the Government canceled the few plans that Ulcinj had," he emphasized that among them is the urban plan for the most valuable part of Ulcinj, the Old Town.

"Respecting in the absolute sense the right of the Constitutional Court to, without any pressure, make a final decision within its jurisdiction, we believe that, even if it is determined that the disputed Decision is not in accordance with the law and is invalidated, this does not in any sense mean that the purpose of the space covered by the Ulcinj Solana automatically changes," Elezagić assessed.

He added that even if that Decision is legally invalidated due to procedural errors, the fact that the Parliament of Montenegro, as the highest legislative body, expressed the political will and position that the land use of the Ulcinj Saltworks does not change cannot be erased.

"In addition, in the Surface Use Map of the Spatial Plan of Montenegro, the area of ​​Solana is not marked as construction land, but as a "development zone".
