Acting on the request of the Council for Civil Control of Police Work, the Ministry of Health requested data from all public health institutions in Montenegro on the number of patients who requested medical assistance due to the effects of exposure to chemical agents, and who cited protests in Podgorica as the place of injury, from On October 24, 2015, Aleksandar Zeković, president of the Council for Citizen Control of Police Work, announced.
He added that based on the submitted reports, the Ministry made a tabular presentation of the number of patients who requested medical assistance on this basis, with the qualification of the severity of injuries treated in public health institutions.
"Please note that it is not within the competence of the Ministry of Health to provide advisory and preventive information regarding the behavior, consequences and protection against the effects of the chemical agents used by the police, as these are "riot control agents", which are located at the National Control Center. list of weapons and military equipment, for the use of which the aforementioned services are authorized by law. Riot control agents are by definition substances that, under the expected conditions of use for the purpose of riot control, cause sensory disturbances or incapacitation in humans in a very short period of time, and this ceases shortly after the cessation of their exposure. According to the available information, the protests were provided by emergency medical aid teams, which, in close cooperation with the teams of the Emergency Center of the Clinical Center of Montenegro, met and provided assistance to all citizens who needed medical assistance, advice or explanations regarding exposure to riot control agents," Zeković pointed out.
According to him, the Minister of Health informed the Council that a total of 48 citizens and six female citizens requested medical help due to the consequences of exposure to the effects of chemical agents, with a total of 47 of them having a qualified minor physical injury, while in the case of seven citizens or patients, based on the documentation, the severity of the injuries cannot be determined.
"We remind you that the Council asked the Minister of Health to provide the following information: (1) How many citizens, in all health institutions in Montenegro, requested medical assistance due to the consequences of exposure to chemical agents on October 24, 2015 (2) Whether and which state body or health institution was obliged to announce publicly to the citizens and provide advisory and preventive information regarding the behavior, consequences and protection against the effects of the used chemical agents for the psychophysical and general health condition and (3) how is the public still was a current strong debate and criticism, according to the state authorities, that they did not provide the mentioned information, which would help to prevent the spread of incorrect information, panic and fear if there is no justified basis for the same, the President of the Council asked the Minister of Health to consider the possibility of ordering/recommending the appropriate establish that he will make an announcement on this occasion," Zeković said.
