The State Audit Institution (DRI) issued a negative opinion on the financial report of the Bosniak Party (BS) because, among other things, it did not justify part of the expenses with valid documentation, nor did it present the expenses of election campaigns.
In the opinion of the SAI, it is stated that Rafe Husović's party did not justify 18.798 euros in expenses, of which 15.451 are the expenses of municipal boards. This is the third time that the Bosniak Party has received a negative opinion from the SAI.
"The payment from the treasury of the municipal board in Petnjica in the amount of 1.370 euros was not documented, expenses in the amount of 13.246 were justified by incomplete documentation, while the amount of 4.182 euros was justified by non-fiscal accounts," states the opinion of the SAI.
It is also pointed out that in Husović's party they did not register a car worth 2.500 euros, which was acquired by the Rožaj committee in 2013. It is also stated that all the money for financing the regular work of the party from the budget is not paid into the party's main account, but directly into the coffers of the municipal boards in Bar, Bijelo Polje, Petnjica and Plav. As stated, the Plav and Petnjik committees did not send complete documentation to justify the expenses to the party headquarters.
The SAI also warned that three officials were employed in Husović's party, without advertising in the Employment Agency, while the party did not even pay taxes for the employees' salaries. It is also stated that 5.873 euros were spent on official trips in the Bosniak party last year, of which 1.158 euros were paid for per diems, 558 euros for accommodation, and 3.548 euros for fuel. As stated, the expenses of the municipal boards amounted to 26.735 euros, of which the most was spent in Rožaje (11.774 euros) and Podgorica (7.130 euros).
"The payment for the work of the Youth Forum and the Women's Forum in the amount of 4.350 euros was made in accordance with the decisions of the President of the municipal boards, but the spending of said funds was not documented", state the SAI, and point out that the municipal boards did not submit invoices for part of the election campaign expenses.
It is stated that in BS, 8.825 euros were spent on helping socially vulnerable citizens, education and treatment, 435 euros were spent on professional literature, and 2.155 euros on telephone bills.
