Stalls and kiosks are overthrowing the government in Budva?

If all the coalition partners do not agree to unanimously adopt the Plan of Temporary Facilities, which removes the fair from the Budva Promenade after a decade and a half, the survival of the Budva ruling coalition will be called into question.

This was confirmed to "Vijesti" by the Democrats, who announced that they will leave the government if the planning document in this form is not adopted.

The plan of temporary facilities, which was drawn up by the Secretariat for Urbanism, headed by Democrat Stevo Davidović, "deleted" almost 250 stalls, kiosks, conservatories and other stands. 187 temporary buildings were removed from the five-year plan in Budva, of which 95 locations are on the promenade, 50 locations at the Fair, and 42 locations in the second zone, 39 locations are less in Bečići, eight in Petrovac, four in Jaz, five in Sveti Stefan, five car washes and three parking lots.

This caused a split within the coalition. The plan, as "Vijesti" was told, was sent to the Ministry of Sustainable Development for approval after a public discussion, and none of the temporary buildings were "returned" to the promenade, although dozens of objections were raised. It is expected that the Plan should be before the councilors in early December.

Mayor Dragan Krapović previously told "Vijesta" that he will not allow any amendments, political trades, or overvoting. If the Plan, when it is in the parliamentary session, does not receive unanimous support, the Democrats will leave the session and the government.

The fact that there is a clear division within the coalition regarding the Plan is evidenced by the fact that the SNP has already announced that it will not support it, but will introduce an amendment, while the DF believes that a compromise solution should be found, which the Democrats, in all likelihood, will not agree to. .

"As far as we are concerned, there will be no compromise regarding the Program. It is the umbrella and basic document by which we create the conditions for fulfilling most of our pre-election programs and coalition partners. If there is no consensus about the direction in which Budva should go as a tourist destination, whether it should continue to resemble a fair with the most down-to-earth offer or whether the planned spaces should be brought to their intended purpose and finally come out of the "temporary" state, then we do not see the point of further staying in power just for the sake of power, without starting things from a standstill. If our coalition partners have plans for another majority with which they would continue to maintain the status quo, we will not be a hindrance to them," said Democratic councilor Đorđije Zenović for "Vijesti".

There is a lot of room for stimulating both the municipal budget and citizens who want to lease work spaces within the hitherto unlisted municipal property. In this direction, it is indisputable that temporary facilities must be redacted in a way that justifies the epithet of Budva as a tourist destination, and on the other hand, citizens who have no other sources of income must be given an alternative to carry out the activities they did until this year," said Jelušić.

The president of the Budva board of Montenegro and the first vice-president of the municipality, Vladimir Bulatović, emphasized that Montenegro is in favor of the introduction of full order in the coastal zone in Budva.

"Montenegro's position on the issue of temporary locations in Budva has been clear from the beginning and has not changed. "We are in favor of introducing an additional order in the coastal zone, because it is of vital importance for the further development of the municipality," said Bulatović.

He told "Vijesti" that three points are crucial for Montenegro regarding the plan for temporary locations.

"The most important thing is that the plan was made in accordance with the guidelines given by the competent ministry. Then, that the plan treats all users of temporary locations equally and that it is completely transparent to citizens," says Bulatović.

He believes that all these three points have been complied with and that he does not see that anyone has been harmed in this procedure. Bulatović added that delaying the resolution of this issue would only multiply the problems. One of the consequences of not solving that problem would be facing requests for additional locations with full rights in all coastal zones from entities that do not use that right at the moment. SNP member Goran Pejović is categorical that he will not support such a Plan, but will introduce an amendment. He repeated that the temporary objects should either be deleted and left to exist only in the Plan of temporary objects of the stage, or they should all be returned.

Budva DF leader and future mayor Marko Bato Carevic said that they told the coalition partners earlier at the meeting that they do not agree with such a plan, because dozens of fellow citizens who support their families are left without work.

"We agree that the number of temporary buildings should be reduced and the promenade improved, but we are also aware of the fact that we are leaving someone on the street without a job. That's why we want to find a solution through talks," Tsarević told "Vijesti".

The city manager, Milo Božović (DF), said that the political alliance has not yet made a final decision, and only after the final version of the Plan is delivered to them, their councilor club will take a stand.

Finance Secretary Petar Odžić (SDP) said that the reduction in the number of temporary locations will not cause an upheaval in finances, but the inflow from taxis may be 200 less. Although even that figure is not final, as he explained, because those locations that would remain would receive the status of exclusivity, so the fees and charges would be significantly higher.

Božena Jelušić, the president of the Budva board of GP URA, believes that the promenade in Budva must be arranged according to Mediterranean and world tourist standards.

"In the process of adopting the Plan, one must take into account the financial effects of such planning for the city, the regulation of the gray zone of the market and the usurpation of space beyond the plans, traffic and communal restrictions on the ground, and the misuse of the lease of municipal property. The arrangement of the old city core and the contact zone depends on the specifics of the conservation conditions, and in this part, the participation of the relevant institutions is necessary so that the Plan is not challenged after its adoption," said Jelušić.

They are waiting for the final version in DPS

Even in the strongest opposition party - DPS, they do not yet have a final position on the Plan for temporary facilities.

"We will give an opinion on this when the final Draft is proposed to the Municipal Assembly for adoption and when we see the actual number of locations planned for removal. The question is whether that number will be 250. Budva needs a certain number of temporary locations, as is the case with other tourist spots. Our general position, regarding the issue of the profession, is that the standards and conditions and the number of temporary facilities must be harmonized with the Rulebook on the placement and character of temporary locations, which was adopted by the Ministry of Sustainable Development and Tourism in July. Also, the new Law on Spatial Planning and Construction of Buildings clearly defines that the chief city architect gives consent to the appearance and materialization of each temporary building," Budva DPS leader Predrag Jelušić told "Vijesti".

Crisis on the eve of rotation

The latest crisis within the coalition, perhaps the most serious in the past two years since the city has been governed by the Democrats, DF, SNP, URA, SDP, DEMOS, former Liberals, and recently also Montenegro, is happening only a month before the rotation of the mayor and president of the municipal assembly. In the chair of the first man of Budva, instead of Krapović, Tsarević should sit, while the position of the president of the SO will be replaced by Đorđij Vujović (DF), a cadre of Democrats.
