The Democrats of Cetinje believe that the decision of the Assembly of Prijestonica, by which their proposal to provide free textbooks for all elementary school students in Cetinje, was omitted from the agenda today is scandalous.
"In the untitled and hastily drafted letter of the Finance Committee before the session itself, it is only indicated that the mayor did not submit amendments, which cannot possibly be a reason for omission. The only thing left is that the proposed Decision would "jeopardize the implementation of the Budget for 2019". (?!), which again cannot be a valid reason for omission. How can the Proposal of any decision endanger the Budget?! Someone may consider that the adoption or non-adoption of a decision may or may not endanger the budget, but how does the proposal endanger the budget?! We think that here are completely clear motives of the DPS-SD majority to forcefully omit this point from the agenda: it was necessary to somehow avoid voting on the decision itself, even with a brutal violation of regulations and democratic principles. This is just a continuation of their well-known governing matrix - stop in start all the initiatives and proposals of the opposition, push the interest of the citizens to the third plan. It doesn't matter that Cetinje children won't get free textbooks, the important thing is to vote against the Democrats," said the camp of the Cetinje Democrats.
They note that the Decision on free textbooks received the unanimous support of the Committee for Social Activities, as well as the Committee for Statutes and Regulations, which proposed to the Assembly to adopt it
"In the Report of the Committee for Social Activities, whose president is Dr. Milovan Milo Janković, it is even stated precisely that the Proposal for Decision should be adopted "as it was given by the proposer". Dr. Janković and all other members of these committees changed their minds overnight and did not had the guts to support the decision again today. Apparently the "red phone rang" and it was ordered to vote to leave the decision off the agenda, in order to avoid voting for the decision proposal itself. All this tells us how hard the fight for the democratization of this society is and with whom we are dealing," the Democrats state.
Their board from Cetinje believes that today's act showed "all dimensions of undemocratic capacity".
"The ban on even discussing the proposed decision represents a totally anti-democratic, if you will, anti-civilization act, the likes of which has not been seen for a long time, not only in the Parliament of the Capital. who wants good for this city, and who sabotages every good proposal, who works in the interest of all citizens, and who follows the dictates of the party, who truly fights for Cetinje, and who does not want to support what is in the interest of all citizens. Comment of the President of the Assembly, after the vote about the omission of the Decision on free textbooks from the agenda says everything about the motives, the way of acting and the "democratic capacity" of this team: "Well, let's do this". But what else can you expect from them, when they also elected the President of the Assembly by force, in violation of the Rules of Procedure and the Law, following an urgent procedure, preventing the opposition from participating in the debate," the Democrats said.
