Nepotism, employment through connections and party employment are phenomena that characterize employment in Montenegro, said the vice-president of the Democrats, Zdenka Popović.
"This type of employment, in the conditions of the decline in economic activity and the closure of economic collectives, led to the accumulation of employees in the public sector, especially in the state administration and the system of local self-governments," said Popović.
Instead of increasing the number of productive workers and establishing a system where the results of work will be evaluated, and professionalism and quality will be decisive when hiring, Popović says that we have a system where a party card is a basic prerequisite for getting a job.
"The result of this is a highly politicized and cumbersome administration, irrational employment in the public sector, a disproportionate increase in the number of directors, assistants, advisers and workers in professional services and agencies. This type of employment is most pronounced before the elections, regardless of the surplus of employees in the public sector, which buys voices and social peace," she said is Popovic.
The vice-president of the Democrats added that rposting advertisements and job vacancies with previously known personal solutions has become our daily routine, and at the same time, the existence of the Employment Service is meaningless, which puts all potentially interested candidates for a specific job in an unequal position.
"Party card, relationship or any obligation does not mean professionalism and quality, but obedience and submissive attitude towards superiors, honor with exceptions. In the system of the executive power there are expert people, professionals, but they are relegated to the background because the executive power rules according to the system that all of them who with their expertise and knowledge can threaten the current officials must be invisible "little ants" who will work, remain silent and be satisfied with it. It is completely clear that our economic system is at risk because of such irrational employment. The fact that out of a total of 180 employees 000 people work in the public sector, and for 60 employees in the real sector, the majority of employers do not pay taxes and contributions, and at the same time funds must be provided to pay 000 pensioners, which gives me the right to say that the situation in this area is dramatic. said the Democratic vice-president.
Popović said that it is necessary to immediately rationalize the number of employees, especially in the administration, with a preliminary analysis of the existing situation in order to know which professional staff it is necessary to retain in the public sector. At the same time, the conditions for opening new jobs in the real sector must be created through various incentive measures.
"Montenegro has all the prerequisites for that. It is only necessary to allow expertise, knowledge and skills, and not a party booklet, to be the recommendation for getting a job, because in the end, the greatest wealth of any country is its personnel," concluded Popović.
