Democratic Montenegro demands from the Government of Montenegro, but also from other actors on the political scene of Montenegro, to immediately, without delay, find sustainable solutions for the enormous problems of the municipality of Kolašin, and not to engage in politics.
The Vice President of Democratic Montenegro, Vladimir Martinović, points out that the situation in the Municipality of Kolašin has reached the stage of agony.
"For many years, the Government of Montenegro has been a silent observer of the enormous indebtedness of the Municipality of Kolašin by the DPS staff and the staff of the Group of Voters. The enormous indebtedness has led to non-fulfillment of the legally established obligations towards the employees and almost paralyzed the implementation of the basic functions of the Municipality, as a result of which the citizens of Kolašin suffer the most." states Martinović-
He believes that the attempts of the current local authorities in Kolašin to solve accumulated, mostly inherited problems have not yielded any results, even though the solution to these problems has been announced on several occasions.
"The importance of providing the conditions for the functioning of local self-government and the realization of the freedoms and rights of the citizens of Kolašin require a responsible attitude, first of all on the part of the Government of Montenegro, because the mechanisms for solving problems are in its hands. The issue of proposing amendments to the Budget of Montenegro, as a possible way of creating conditions for the provision of funds, in accordance with Article 100 paragraph 1 point 6 of the Constitution of Montenegro, is under the exclusive competence of the Government of Montenegro", it is stated.
It is incomprehensible to Martinović that the Bill on Amendments and Supplements to the Law on the Budget of Montenegro for 2015 is submitted by a member of parliament who is also the chairman of the Finance and Budget Committee, and not by the Government, whose exclusive constitutional competence it is.
"Such an action will only waste additional time in a situation where solving the problem in the Municipality of Kolašin cannot tolerate further delay. "Democratic Montenegro indicates the necessity for the Government of Montenegro and the leadership of the local self-government in the Municipality of Kolašin to put aside political calculations, urgently agree and solve the problems in the Municipality of Kolašin, in the interest of the rights of employees and all citizens of Kolašin," it concludes.
