It is incomprehensible to Martinović that the Bill on Amendments and Supplements to the Law on the Budget of Montenegro for 2015 is submitted by a member of parliament who is also the chairman of the Finance and Budget Committee, and not by the Government, whose exclusive constitutional competence it is.
