Despite the Decision on determining the standard of the flag of Montenegro, the administration of Podgorica decorated the city streets with horizontal flags, although it is intended that vertical flags should be used on those occasions.
On the occasion of the celebration of the ninth anniversary of independence, the administration of the Capital City decorated the Boulevard of Saint Peter Cetinjski and the Street of Freedom with flags. The curiosity is that the flags are not displayed on masts, but hang on wires above the roads.
By decision of the Government from 2004, Montenegro has a horizontal flag, which is most often in use, as well as a vertical one, on which the coat of arms stands upright on the longitudinal part of the flag. The horizontal one is most often used at celebrations, while the vertical one is displayed in front of the Government, the Parliament of Montenegro and the Presidency.
Heraldicist Aleksandar Samardžić points out that vertical flags should have been displayed on the streets of Podgorica, so that the coat of arms would stand upright.
He stated that the law was not violated by displaying horizontal flags.
"Vertical flags are custom made, but imagine the situation if you only have a horizontal flag. In this case, the scepter or scepter must be on top while the pattern is on the bottom. If the scepter is not closer to the mast, the flag is placed incorrectly," Samardžić said.
Samardžić, who works at the Administration for the Protection of Cultural Property, believes that the flags are not displayed aesthetically, because they are not on masts but on wires. He also pointed out that the distance between the two flags should be at least 10 meters.
"Flags on the rope between two poles do not stand out, because then why are masts and flag holders made", he believes.
The Administration of the Capital City did not answer to "Vijesta" who put up the flags, whether a tender was called and how much it cost to decorate the city.
