The Basic State Prosecutor's Office is investigating how the DPS in the previous government in Rožaje employed its staff and how the new BS-SDP government now appoints managers.

The investigation was launched after the Administrative Inspection (IA) of the Ministry of Interior sent a notification to the prosecutor's office in Rožaje about irregularities found during the inspection of local government bodies, which indicate the suspicion that criminal acts of violation of rights in the field of labor have been committed.

The MUP informed "Vijesti" that the first notification to the prosecutor was sent on September 10 last year. At that time, the Prosecutor's Office was also provided with the Minutes of Inspection Supervision from July 31 and August 1 at the initiative of the Secretary General of the BS Sabr Kalač:

"In the minutes, it was stated that decisions in the field of employment were made, that is, signed by unauthorized persons and that officials were employed without public notification".

The control supervision in the Municipality was carried out by the UI on September 25, 2014, when, the MUP pointed out, it was established that the irregularities pointed out by the inspector had not been removed. "Also, the supervision has been extended in relation to new employments in the Municipality and new irregularities related to the procedure for appointing senior management personnel have been identified," said the MUP.

The administrative inspector then issued two decisions on the order to eliminate irregularities within a month, which was extended for another two months at the request of the Rožaj administration.

"Furthermore, on November 22, 2014, the administrative inspector informed the Basic Prosecutor's Office of Rožaje about the violation of rights in the field of work that indicate criminal responsibility. After that, the Ministry of Internal Affairs repeatedly demanded written feedback on the elimination of irregularities", the MUP explained.

Despite this, the President of the Municipality, Ejup Nurković, said from the Ministry of Internal Affairs, as well as other responsible persons of the administration, did not inform the Interior Ministry about the measures and actions ordered by the inspector.

At the end of the week, the UI again carried out control supervision in the municipality, which will depend on further decisions of the prosecution.

Although the UI wrote to the Rožaj prosecutor's office last year, they ordered the police to listen to the witnesses only twenty days ago. Dismissed DPS personnel also gave statements in the Rožaj police.

After winning the elections in May of last year, BS fired about 40 DPS personnel, claiming that they were illegally recruited officials. In two cases, the dismissed workers received final court verdicts stating that they were illegally dismissed. The new government received about 120 new workers in less than nine months.

The opposition DPS initiated the supervision of the secretary of the Assembly, the chief administrator and the heads of those departments at the UI, with the claim that they do not meet the requirements prescribed by law for the performance of these jobs.
