The president of the municipality, Mijomir Vujačić, said that the functioning of the local self-government took place in difficult financial conditions, and that the planned dynamics and the scope of the implementation of tasks and activities were slowed down by the complex socio-economic situation in the municipality, the smaller inflow of funds from the Equalization Fund compared to previous years, and non-realization of own revenues based on the real fiscal capacity of local self-government. By amending the decision on the budget for 2014, the municipal treasury for last year was planned at the amount of 1,61 million euros.

"Budget revenues were realized in the amount of 1,23 million or 76 percent compared to the plan, while expenditures were realized in the amount of 58 million, which is 1,15 percent compared to the planned. The local self-government is forced to is finding sources of financing, so this year he will reassess the functioning of the companies and institutions of which he is the founder, which receive large amounts of funds from the budget," said Vujacic and pointed out that during the reporting period they applied strict savings measures in all sectors, and that will be satisfied if they manage to service their obligations regularly this year, as last year.

The opposition was not satisfied with the results achieved in 2014 and, as they pointed out, the local government promised a lot, but almost did not fulfill anything. DF councilor Neđeljko Strunjaš said that the Strategic Plan of the Municipality, which should be implemented by 2017, is not being fulfilled, so he suggested that the document be amended according to the situation. He specifically referred to expenditures for one-time assistance to socially vulnerable families, which cost the municipality 13,2 thousand euros last year.

"For the unachieved results in the report, the local government refers to other circumstances, and nowhere do they mention their own responsibility. It is not being done efficiently and economically, and I think there is room for that. Expenditures for one-time aid should be described in more detail so that councilors have an insight into who and how much gives, and all in order to prevent political abuses from taking place in that part," said Strunjaš.

SNP councilor Vuk Mikić criticized the work of companies and institutions founded by the Municipality. As a bad example, he cited the work of the Šavnica DOO "Communal Activities", which received 136.259 euros from the budget last year, 42,9 thousand euros were diverted to the JU Center for Culture, Sports and Media, and the local Tourist Organization only formally exists.
