The implementation of the annex to the contract on the indoctrination of Bosniak Party (BS) cadres has been updated these days.
The director of the Rožaj Center for Social Work and the director of the school "Bećo Bašić" from Plav will be among the first to be appointed from among the BS. Until now, both posts were covered by the cadres of the Democratic Party of Socialists (DPS). On November 28 last year, the political director of DPS, Tarzan Milosevic, and the vice-president of BS, Osman Nurković, signed the annex to the contract, thereby making meaningless the right of citizens to participate in public tenders and get a job.
The document foresees that DPS will provide the smaller coalition partner with nine director positions and six assistant positions in schools. The annex states that the positions for three directors and one assistant have already been released. In one of the 11 municipalities (Podgorica, Bijelo Polje, Pljevlja, Rožaje, Petnjica, Berane, Plav, Gusinje, Bar, Ulcinj and Tuzi), BS demanded the director of the Center for Social Work from the "bosses".
The "Vijesti" source from BS said that the leadership of that party chose Rožaje and was uncompromising on that issue. "During the months-long negotiations, we were offered various other solutions, but our condition was the Center for Social Work in Rožaje. This is also a normal sequence of events, given that we have significantly strengthened politically in that city and almost won an absolute majority. Coalition partners have respected our wishes, so our staff will certainly be appointed to the head of that institution these days", said the interlocutor from BS. He did not want to specify who it was, but it has been mentioned on social networks for some time that it will to be Kadrija Agović (the current secretary of the Secretariat for Finance) to whom fellow citizens are already coming to congratulate.
Milošević did not want to confirm or deny this information. "This is decided exclusively by Minister Predrag Bošković. In the annex, it is not written anywhere that the Center for Social Work in Rožaje belongs to BS", replied Milošević. The Ministry of Labor and Social Welfare said that six candidates applied for the competition.
The Director will be appointed after the selection is made by the Board of Directors, which will meet at the beginning of March, and whose decision will be approved by the Ministry. "A person who fulfills the prescribed conditions and who will perform that function in the best way, regardless of political affiliation, will be elected as the director of the CSR," PR said.

ZIKS is waiting for a competition, they say that no one from BS has come yet
The annex to the contract envisages that BS will receive the positions of assistant minister of labor and social welfare, director of the Water Administration, financial director of the Airport of Montenegro, assistant directors of ZIKS, the Diaspora Administration and the Police Academy. DPS promised BS that in 11 municipalities, they will get management positions in the Real Estate Administration, the administrative affairs of the Police Administration, the Health Center, the Tax Administration, the PIO Fund, the Employment Office, the Health Fund, the Security Department and the Customs Administration.
The annex to the contract, as signed by Milošević and Nurković, will be implemented in six months at the latest. Although it was speculated in recent days that BS had already taken the chair of assistant director of ZIKS, this information was not confirmed in Spuška prison. The interlocutor of "Vijesti" from the administration of ZIKS said that the Director of the Institution, Miljana Perović, has two assistants - Slađan Raičković and Dragoljub Bulatović.
"The act of systematization provides for three assistant positions, two of which are filled. No position in ZIKS can be filled in violation of the rules and the law. When the public competition is announced, it will also contain the criteria that the candidate must meet in order to respond to the ad ", the interlocutor of "Vijesti" said.
The Law on Civil Servants and State Employees stipulates that "the filling of positions within the category of senior management staff is carried out on the basis of a public competition". "Vijesti" interlocutors from DPS claim that BS has already received several jobs in administrations. Milošević previously told "Vijesta" that "if they strictly looked at the criteria, it would be possible to get into a position where there is no Bosniak in any position".
