The director of MANS, Vanja Ćalović, said that she was surprised by the absence of the opposition leader during the vote on the government bill on ANB and its amendments, considering the importance and content of that document.
"I am surprised that the leaders of the opposition were not present during the statement. I would understand that it is a law that will not affect the lives and rights of citizens, especially them," Ćalović told "Vijesta".
She says that the exact content of the law that was adopted is not known to anyone, stating that the discussion at the Security Committee on the amendments they proposed was confusing, and the amendments were modified.
MANS will submit an initiative to the Constitutional Court for the evaluation of the constitutionality of its provisions, which give too broad powers to the Agency and prevent judicial protection from possible abuses and violations of human rights, after the changes to the law are published in the Official Gazette.
Member of the Security Committee Predrag Bulatović (DF) expressed dissatisfaction with the changes to the Law on ANB, supporting the intention of MANS. "The law stipulates that the activities of the ANB can take place in the area of narrowing human rights and freedoms based on regulations, although the Constitution defines that this is exceptionally possible only by law," he explained.
ANB officials will have the right to request access to the data of state bodies and legal entities without the authorization of the director, which is deemed inadmissible because there is a possibility of abuse. Also, "monitoring, observation and documentation" in emergency cases is possible without the approval of the Supreme Court, because the proposal that urgent secret surveillance is not possible without court approval was not accepted. The Security Committee previously accepted certain amendments of NGOs, but after the adoption of the law, it remained unclear what the final version contained.
As reported by the media, DF leaders Andrija Mandić, Nebojša Medojević, as well as Srđan Milić (SNP) Darko Pajović (Positive), MPs Danijela Marković (SNP), Goran Danilović and Koča Pavlović, as well as Radovan, did not attend the vote on amendments to the Law on ANB. Asanović and Branka Bošnjak, who was then at the meeting of the Podgorica Municipal Council.
