The Democratic Party of Socialists (DPS) and the Bosniak Party (BS) have agreed on the additional distribution of jobs at the state and local level, thus making meaningless the right of citizens to participate in public competitions and get a job.
Annex 1, which was signed on November 28, 2014 by DPS political director Tarzan Milošević and BS vice-president Osman Nurković, and which "Vijesti" had access to, provides that BS personnel will receive several directorships in state institutions, as well as the position of assistant of the Minister of Labor and Social Welfare.
The two parties also agreed to implement the "commitments" from the Annex "within six months at the latest", but also specified that the allocation of three principal and one assistant principal positions in secondary and primary schools "has already been implemented".
It remains to appoint six more directors and five assistants from the ranks of the BS until June 2015.
"School principals and assistant principals will be appointed by the Minister of Education, based on candidate references, in Bar, Podgorica, Tuzi, Bijelo Polje, Rožaje, Petnjica, Berane and Plav," the annex reads.
A member of the BS DPS "gives" a position in the Water Administration, and it was agreed that "instead of one director's position" they will receive two assistants - in the Institute for the Execution of Criminal Sanctions and the position of financial director of "CG Airport".
As far as public institutions are concerned, "instead of one position of director," BS is waiting for the positions of "two assistant directors in the Directorate for the Diaspora and the Police Academy." According to annex 1, one position of manager (director, institution or administration) and one position of manager of a public institution will be resolved by 31 May 5", stated Milošević and Nurković.
They also agreed on which chairs "belong" to the Bosniak Party in state institutions at the local level.
"According to Annex 1, the Bosniak Party at the level of local administrations has one post of director of the republic's institutions that will be appointed, with the consent of the minister or the director of the state institution, in one of the 11 municipalities (Podgorica, Bijelo Polje, Pljevlja, Rožaje, Petnjica, Berane, Plav, Gusinje, Bar, Ulcinj, Tuzi) and that - Center for Social Work, Real Estate Administration, Administrative Affairs of the Police Administration, Health Center, Tax Administration, PIO Fund, Employment Office, Health Fund, Security Department, Customs Administration," the document says.
Employment in management positions, which are mostly the subject of annexes between DPS and BS, is prescribed by Article 38 of the Law on Civil Servants and State Employees.
"Filling of positions within the category of senior management staff is done on the basis of a public competition," the Law states.
Yesterday, Nurković could not answer the questions of "Vijesti" because, as he said, he was abroad.

Milošević told "Vijesta" that "if they strictly looked at the criteria, it would be possible to get into a position where there is not a single Bosniak in any position".
He said that it is a working version of the document, and in order for it to come to life, it is necessary that the people who apply for the appropriate positions from minority nations meet certain criteria that are required in the competition.
"If he fulfills the requirements prescribed by law, it is logical that he will get a place. It can happen if we wait for all these conditions that no Bosniak will be appointed as the director of the school in Bijelo Polje, because someone of better quality will be found, that we will not have a single Bosniak director. If we only strictly looked at the criteria, it could be that we do not have a single Bosniak who would be elected as the director of the Center for Social Work. If they were to strictly adhere to those criteria, they could end up in a situation where we don't have, conditionally speaking, a single Bosniak in any position. Everything is done in order to protect the minority peoples", said Milošević and added that the document "should determine, in accordance with the Constitution, the participation of minority peoples in the system of executive power, based on the need for the democratic improvement of Montenegro".
"It was said that they will be appointed in the municipalities where Bosniaks live. And isn't it logical that if we have a certain number of functions at the level of Montenegro, that at least one belongs to a person from the Bosniak population", he said. He said that everything was agreed in the document for the Bosniak party within the DPS quota.
"So we didn't take anything from anyone," Milosevic concluded.
