President of the Rožaj DPS, Nusret Kalač, accused the new government in Rožaj of appointing Adis Pepić as secretary of the Municipal Assembly against the law. At the first extraordinary session of the local parliament, the opposition DPS assessed that Pepić does not meet the legal requirements because he does not have five years of experience in the profession or passed an exam. The ruling coalition responded that the law was violated even during the rule of the DPS in Rožaje.
"Appointing Pepić as the secretary of the SO is the same according to the law, as you did four years ago when you appointed a person with two years of service as the chief administrator," said President Nurković on the complaint of the DPS councilor that Pepić does not meet the legal requirements to perform the job of secretary.
Nurković left the possibility for the case to be checked, although his party colleagues claimed ten days ago that all the prescribed conditions for Pepić's appointment had been met.
Kalač said that by breaking the law, BS and SDP are deceiving the voters to whom they promised that they would work legally in the first place, and that they are doing exactly what, when they were the opposition, they attributed to him as unforgivable mistakes.
"This is clear proof of your inconsistency, unprincipledness and arrogance that you showed us. You haven't even started working, but you are already doing it wrong and contrary to what you promised in the campaign," said Kalač, announcing that he will seek dismissal and initiate appropriate court proceedings for all individuals who are illegally employed in institutions and bodies.
Nurković resented Kalača for advising him and the councilors on how things should be done.
"It is not nice to tell someone that they are breaking the law. It is good to give advice to councilors and the president of the Municipality in good faith. But giving advice on the topic of breaking regulations and negative connotations, that is negative advice, and that negative advice should not be given in that negative connotation," said Nurković.
Kalač also said that the SO was illegally convened because the Statute and Rules of Procedure stipulate that it can be convened urgently, within a period of less than eight days, only in cases of emergency situations in which lives and property of people and material goods are threatened.
"The filling of councilor positions and the appointment of the board of directors could have waited until July 17, when the regular session was called," said Kalač, to which the president of the SO Husein Kurtagić said that the new government was working legally, and that the reason for the urgent convening of the Assembly was that the former government did not meet the legal deadline to appoint the boards of directors in "Community", "Water and Sewerage" and "Sports Center."
Bećir Šabotić, Rešad Kardović and Mirsan Kalač, "Komunalno", Safet Dacić, Rejhan Škrijelj and Armin Šabotić, and "Vodovoda", Cena Kajević, Sead Kurtagić and Meta Kuč, were appointed to the Board of Directors of the Sports Center. Rafet Nurković was appointed to replace Rafet Husović, who resigned from the councilman's mandate. Parliament also confirmed the resignation of Mersudin Dautović from the post of chief administrator.
