Yesterday afternoon, the Ulcinj Assembly adopted a decision on credit debt in the amount of 1,2 million euros in order to pay back wages to its officials at the moment when "Partizanski put" from Belgrade blocked the giro account of the Municipality due to a debt of 539 thousand euros.
On the threshold of a promising season, Ulcinj is slowly slipping into financial bankruptcy, while the head of the Assembly, Fuad Hadžibeti, is struggling to gather a fragile majority in the local parliament. Recently, he has been forced to schedule sessions on non-working days or in the afternoon so that all 17 councilors of the position, out of a total of 33 in the Ulcinj Municipal Assembly, would be in the parliament.
However, the newly established government did not have a quorum even yesterday, which for DUA councilor Khadija Đoni is a sign "that something has to change".
"New elections or a transitional government until September, just not like this anymore. They simply don't work without us," Đoni told "Vijesta". She assessed "that it is not the majority of the 17 councilors, but their attitude towards their obligations".
"They took responsibility when they came to power," she said.
Hadžibeti said that Ulcinj has a high-quality parliament with three deputies, two from the position and one from the opposition.
"We also have a constructive opposition," he told "Vijesta".
Answering the question of "Vijesti" why he schedules sessions in the afternoon and on non-working days, he said that there are problems generated by some other circumstances.
"I have difficulties because of the obligations of our deputies in Podgorica," admitted Hadžibeti.
SNP member Andrija Ćetković said that he thought that the government in Ulcinj could not function worse than the previous ones.
"There were DPS and DUA and then Forca. But this is another step back. In a hundred days, the authorities did nothing except that they continuously violated the laws and the law," said Ćetković.
The municipality will borrow from Atlas Bank at a nominal interest rate of 9%. The monthly annuity is 19 thousand euros and the repayment period is seven years.
In its explanation, the departmental secretariat stated that the proposed decision is based on the adopted budget, which foresees a loan of 1,2 million euros for the needs of the current budget. The municipality will obtain the consent of the Government for the debt.
The President of the Municipality, Fatmir Đeka, said yesterday that he believes that the loan will be available to the authorities at the beginning of next month despite the blocking of the account.
He previously told "Vijesta" that justice is on the side of Ulcinj and "that for some time he has been trying to take what does not belong to him and what was paid a long time ago through the courts".
Đeka inherited a problem that dates back to 24 years ago, when SO Ulcinj assigned housing cooperative "Partizanski put" urban plots in the most attractive locations on Pristan with an area of about six thousand square meters.
The people of Belgrade paid the principal a long time ago, now it's the turn of the interest.
