The extraordinary session of the Ulcinj Assembly, where councilors will shorten their mandates and pave the way for extraordinary elections, will be held on November 12, two hours after the regular session that starts at 11 a.m. - it was agreed at the session of the collegium of the Municipal Assembly
The President of the Municipality, Nazif Cungu, previously informed the Speaker of the Parliament, Milazim Mustafa, in writing that he was withdrawing all items from the agenda that he had previously proposed, including his work report, so that the collegium did not have to and could not deal with determining the agenda of the regular session.
Only the verification of the minutes will be on the agenda of the regular session, which will not be attended by Force councilors, and the question is whether their colleagues from DPS will also be in the hall, bearing in mind the stubborn attitude of their boss Ljor Nrekić that that party will not make the majority of positions.
However, DPS, despite the newly established friendship with Force, may find itself in an awkward position because at the collegium SNP councilor Andrija Ćetković submitted an initiative for the dismissal of Cungu from the post of Municipal President.
"The initiative was submitted and it is fully grounded in the law because Cung has not submitted a work report for two years," Ćetković told "Vijesta" yesterday. He said that he expects the support of all clubs, including DPS.
"It would be unheard of in political practice for one part of the opposition to ignore such an initiative of the other part of the opposition," said Ćetković on what he thinks about the possible non-attendance of the DPS councilor at the regular session when his initiative is being considered. Mustafa said that the initiative is not on the agenda, but that every councilor is free to propose something like that at the plenum with at least 11 signatures.
"And for that to happen, according to my knowledge, there will not be a quorum at the session because neither the Force nor the DPS will be in the hall," Mustafa said.
Nrekić said that DPS has not officially taken any initiative to remove Cungu.
"Will we be in regular session? Probably not, because we will not make a majority, but we have not yet made a decision about it at the party bodies. Will we support the initiative to remove the President of the Municipality or anyone else at this moment? Absolutely not, the elections are here, so let the citizens replace them", said Nrekić.
What is certain is that 11 Force councilors will not attend the regular session.
Asked why Forca changed its position overnight since Cungu, as its leader, until recently advocated the holding of a session at which some important decisions for the functioning of the Municipality and the city would be adopted, and only then others for the shortening of the mandate, the head of the Forca committee club, Fuad Hadžibeti, said that that party does not make decisions on a shortcut.
He did not want to comment on the initiative of Ćetković, because, as he stated, neither he nor the party received anything official.
Thus, on November 12, an end will be definitively put to the months-long soap opera about the formation of the majority through the rearrangement of the government. Also, it is certain that despite the initiative of Ćetković, Cunga will survive in the position of the President of the Municipality. Extraordinary elections, as expected, could be scheduled at the end of January or February next year.
