Yesterday, at the collegium held by the President of the Ulcinj Municipal Assembly, Milazim Mustafa, all the heads of the councilor clubs signed the initiative for shortening the mandate and thus opened the way for the calling of extraordinary parliamentary elections at the beginning of next year.
It remains an open question whether at the regular session scheduled for November 12 the shortening of the mandate will be the only item on the agenda, which is advocated by Forca and DPS, or whether it will be a continuation of the July session that was interrupted in the middle of the discussion on the report on the work of Municipal President Nazif Cungu .
Mustafa told "Vijesti" yesterday that he expects that the report on Cungu's work will be discussed at the session.
He scheduled a new collegium for Monday evening, at which the bosses should refine the agenda of the session.
"I don't know if there will be an agreement on Monday. We will see more, but the session is scheduled. "Maybe it won't be held because of the quorum or in the event that Cungu withdraws all the items of the agenda that he proposed for adoption, but I will be the chairman at 11:XNUMX on the twelfth," said Mustafa.
Asked what would happen in that case, he said that he would immediately call another session for a day, two or three, where the only item on the agenda would be the shortening of the councilors' mandate.
"My position is that at the session on November 12, a discussion should be opened on the report on the work of Cungu and other items that were on the agenda. After that, very quickly, I would schedule a new session to shorten the mandate", said Mustafa, otherwise a high-ranking official of DP Fatmira Đeka.
Now it is clear that everything is in the hands of the Force, that is, Cungu, because he can choose - the continuation of the July session or the shortening of the mandate.
At the collegium, there were no surprises when it came to the views of the parties, except that Forca is now explicitly advocating for the shortening of the mandate, even though until yesterday, in the views of the strongest Albanian party in Ulcinj, they openly advocated the holding of an extraordinary session at which some items of the agenda essential for functioning would be adopted Municipality and city.
The head of the committee club of that party, Fuad Hadžibeti, said that after everything, Forca has no dilemma.
"We are convinced that a possible discussion on the items on the agenda from the July session, possibly supplemented by some new ones, would turn into an election campaign that would have no end. That's why we're going to shorten the mandate, because elections are, after all, the best solution to get out of the current situation," Hadžibeti told "Vijesti".
He asserted that the session was not scheduled, but only the collegium for Monday.
"Now some would procrastinate, including those who were the first to vote. I think it is now clear who is actually afraid of checking the trust of the citizens", said Hadžibeti.
He expects elections at the end of January and, as he emphasized, a double-digit number of councilors again.
Forca now has 11 councilors in the local parliament.

"I think a lot depends on the DPS, because if they had a quorum at the session, they could vote on Cungu's confidence even if Forca leaves the hall, and the President of the Municipality withdraws all the agenda items he proposed," said Ćetković. The head of Ulcinj DPS Ljoro Nrekić, who submitted the initiative to shorten the mandate and the others accepted, remained consistent with his earlier position. If, as he stated, the majority is in favor of councilors discussing the report on Cungu's work, DPS will not run away from the session, but will stay away.
