Deputies of the Montenegrin Assembly adopted today by majority vote changes to the Rules of Procedure, which provide that the Constitutional Committee nominates candidates for judges of the Constitutional Court, and the Committee for the Political System and Justice members of the Judicial Council and gives an opinion on the candidate for the Supreme State Prosecutor (SVP).

43 deputies of the ruling coalition, the Socialist People's Party and minority parties voted for the Decision on changes to the rules of procedure, the deputies of Positive Montenegro and the Liberal Party were against, while the representatives of the Democratic Frond abstained.

At the beginning of today's session, Popović requested that it be interrupted, and that the legislative and the Committee for the Political System and the Judiciary meet, in order to "find a way out of this situation".

On Wednesday, the Assembly did not adopt changes to the Rules of Procedure because the deputy of the Socialist People's Party, Aleksandar Damjanović, withdrew his proposal, after 42 deputies supported the amendment of the president of the Liberal Party, Andrija Popović, on the singing of the national anthem.

Those amendments stipulate that the national anthem should be sung at the constitutive session and at the beginning of the regular spring and autumn convocations.

On Thursday, after the Collegium session, Damjanović said that a common position should be taken regarding the LP amendment.

"Regardless of whether they will be submitted, we will not express a positive or negative opinion about them, but we will try to adopt what is the priority," said Damjanović.

At the beginning of today's session, Popović requested that it be interrupted, and that the legislative and the Committee for the Political System and the Judiciary meet, in order to "find a way out of this situation".

"There is no doubt that legal, parliamentary violence was carried out here against MP Andrija Popović, against the LP, against 42 MPs who voted for one decision," he said.

Krivokapić said that there was no parliamentary violence.

"In Cetinje, you proposed a decision to amend the Rules of Procedure, and then after the deadline, you changed it to amendments. And if there was legal violence, it was for your benefit," he said.

Krivokapić said that all responsibility rests with him and Popović. "On you for doing it outside the Rules of Procedure, and on me for not preventing you from doing it"

He said that amendments to a non-existent decision cannot be adopted.

"The amendment must be an integral part of an act. That act was no longer in the procedure, and from that moment your adopted amendments mean nothing," explained Krivokapić.

The deadlines for the election of new members of the Constitutional Court, the Judicial Council and for the election of the VDT begin today.
