The Ministry of Foreign Affairs will sell the official vehicle of the Mission of Montenegro to the Council of Europe for EUR 3.250. By the decision of the Government, the official "Audi A6" used by the representatives of the mission in Strasbourg was valued at that value, and a new car will be purchased according to the "old for new" system.
The government's decision states that the car is being sold because so far "significant funds have been invested that exceed the value of the vehicle" for its repair and maintenance. It is emphasized that the department headed by Srđan Darmanović will procure a new vehicle for the mission in Strasbourg in accordance with the Regulation on types of public procurement procedures for diplomatic and consular missions abroad.
The head of the mission of Montenegro at the Council of Europe is Božidarka Krunić.
"The decree stipulates that the procurement of goods and services whose estimated value is less than 36.000 euros, as well as the assignment of works whose estimated value is less than 50.000 euros, is carried out by the ordering party through a direct agreement. The decree provides, among other things, that in the case of the procurement of an official vehicle whose estimated value is less than 36.000 euros, the head of the diplomatic mission is obliged to obtain the consent of the Secretary General of the Ministry of Foreign Affairs before making a decision on the initiation of the public procurement procedure through a direct agreement. in the decision of the Government.
The regulation states that the estimated value of the public procurement is the value including taxes and other duties, depending on the specifics of the country in which the mission is located. Public procurement by direct agreement is carried out by the head of the diplomatic mission or, upon his authorization, by the head of the consular mission or a diplomat assigned to the diplomatic mission," the decree states.
