In principle, the Albanian coalition has agreed on an alliance with European Montenegro, and according to that agreement, the Albanians should receive a ministry and a guarantee that Malaysia will be a full-fledged municipality, "Vijesti" has learned from the Albanian political alliance.
Several interlocutors of "Vijesti" informed about the negotiations confirmed that the Albanian coalition will enter the Government, which should also include the Croatian Civic Initiative (HGI) for the time being. Although there have been no concrete discussions about the positions yet, it is expected that the representative of the Albanian coalition, headed by the leader of the Democratic Party, Fatmir Đeka, will receive a position in the Ministry for the Protection of Minority Rights, which until now was headed by the Democratic Union of Albanians (DUA).
"The basic part of the agreement is the guarantee of the ruling coalition to provide Malaysia with the status of a full-fledged municipality, whereby the DPS will stand behind that idea in the referendum. In that case, the citizens of Malaysia would already vote in their municipality in the next elections", said one of the interlocutors of "Vijesti".
The Albanian coalition, which consists of the Democratic Party, the Albanian Alternative and the Democratic Alliance, has one deputy in the parliament, which, along with the HGI deputy, would provide European Montenegro with a majority of 41 representatives in the parliament.
In the ruling coalition, they state that there were no specific talks with Đeko, but that they see the Albanian coalition as a natural ally who, together with the HGI, would provide them with a majority in the parliament. They do not rule out the possibility that the Bosniak Party (BS) and another Albanian party, Forca za Jedinstvo, will join the government, stating that they will strive to support the government as much as possible. The frameworks for the expansion of the coalition, as they claim, will depend on the demands of the minority parties.
"Given that, after the elections, some of our partners started to set unrealistic conditions, by introducing Albanian parties into the Government and HGI, they would reduce their appetites, and reduce them to a measure that is acceptable to everyone", claims one of the interlocutors of "Vijesti". from European Montenegro.
While the president of HGI Marija Vučinović announced that she will meet with representatives of the DPS today, but that the post-election coalition will not be discussed at the meeting, the president of the Bosniak Party, Rafet Husović, said that after the parliamentary elections in Montenegro, it is inevitable that a Bosniak will be on some from the highest state positions.
He confirmed for the Turkish agency Anatolia that the coalition with European Montenegro, led by DPS leader Milo Đukanović, is "subconsciously closer" to the party headed by him. For negotiations on the Government, he believes, we should wait ten to 15 days for the "dust to settle".
"Regardless of whether we decide on the majority, whether we will be the tip on the scales or not, it is important that we are in power. We said that in the pre-election campaign. Therefore, they would not be guided by the fact that we should now be the ace in the balance and take advantage of an opportunity. But we know our strength, we know that we have to help the north of Montenegro, where mostly Bosniaks-Muslims live, and that is our priority in relation to ministerial chairs or some personal solutions. We want to be represented in the Government as well, but we exclusively take care of proportional employment and representation of Bosniaks-Muslims at all levels of government. That is a priority for us", said Husović, stating that there will obviously be a lot of parties that make up the new coalition.
SDP Vice-President Rifat Rastoder told the MINA agency that representatives of minority nations have a place in the European Montenegro coalition, stating that it is quite natural for the coalition to include Albanian lists, HGI and Bosniaks.
Regardless of the fact that in a number of cases we are talking about formally new political subjects, Rastoder believes that it is essentially about "continuity of cooperation with the constituents of the ruling coalition on all strategic political goals, from 1997 until today".
Cung is still waiting for the call
Force leader Nazif Cungu said yesterday that he had not received any offer to form a new government. He assessed that the current law is discriminatory, recalling that based on Dont's formula, 4.137 votes were needed for one mandate.
The leader of Force recalled that his list won 5.344 votes. "We needed another 361 votes for the second term under this discriminatory act. This is how we enabled the Albanian coalition to win the mandate, while 700 of our votes went to DUA, but even that was not enough for them," said Cungu.
Referring to DUA's accusations that a member of the Force in the State Electoral Commission made it impossible for them to win the mandate by voting against such a decision, Cungu said that the law can only be changed in parliament.
The majority of the members of the State Election Commission (SEC) rejected the request of some of the members to include the votes of the list that did not pass the 0,7 percent census in the summary list, which would have given DUA a parliamentary seat.
"We drew the attention of the DUA representative two years ago about what will happen if the election law is passed. The former president of DUA and the then Minister of Minorities (Ferhat Dinoša) told us that the law is affirmative and that it is better for Albanians to have three Mercedes cars than five Golfs", Cungu said.
