The Center for Civic Education (CGO) believes that the National Council for European Integration (NSEI) is non-transparent.
Namely, that NGO tried to find out what NSEI was doing and how much money it spent, but getting the body's narrative and financial reports was unusually slow.
In the Ministry of Finance, the Assembly and NSEI, it is stated in the announcement of the CGE, they do not know who is responsible for submitting the financial report, and therefore they do not know how or in what way to use the funds provided for the work of the National Council.
As program coordinator Ana Vujošević said, the CGE received two documents. One of the NSEI secretaries who gave them a semi-annual narrative report for the period September 2009-March 2010.
"It was given to us as the only official narrative report on the work of this body that has existed since the fall of 2008, with a note that NSEI has never made a financial report," stated Vujošević in a statement delivered to "Vijesti".
She added that the methodology of the report does not exist, that it is not possible to find out from it what was discussed at the sessions or what was concluded, what was the content of the participants' presentations, nor does it contain information about possible recommendations of this body that can contribute to the process of European integration.
"The second document we received from the Ministry of Finance is the financial cards of funds used in 2010 and 2011. It shows that NSEI spent 2010 euros in 35.477, and 13.865 euros this year, but there was no indication for what purposes. By the way, the allocated funds for the work of NSEI in the budget of Montenegro amount to over 100.000 euros", said Vujošević.
It is not clear, she claims, why those funds were not used to improve the capacity of this body or for other purposes that directly contribute to the process of European integration.
Vujošević pointed out that it is impossible to shed light on who is the financial principal on behalf of NSEI or the purposes for which the Council's available budget is used.
"It is difficult not to notice the inactivity and lack of interest in one's own work of one of the bodies that has been mapped among the most important in this business. This refers both to the previous work in which NSEI was supposed to position itself as an important, indispensable and professional player, as well as to the potential of future activities", said Vujošević.
She added that if NSEI continues to (not) work as it has been, the question of the justification for the existence of the body and the need to reorganize it and change its work methodology will be raised.
