The Government of Serbia adopted a document in which it is requested that the Serbs be designated as a constituent people in Montenegro.
"Constitutivity should be re-established for the Serbian people in Montenegro", it is written in the "Strategy for preserving and strengthening relations between the home country and the diaspora and the home country and the Serbs in the region", which was adopted by Mirko Cvetković's cabinet at the end of January 21.
The Strategy states that, with the exception of Romania and partially BiH, the other six countries of the region have not fully met the international standards for the protection of the rights of the Serbian people, and in order to achieve this, Serbia needs to invest significant diplomatic and financial resources. In addition to Montenegro, the Serbian Government will also seek constituency for Serbs in Croatia, following the example of Bosnia and Herzegovina.
In the section titled as promised standards, it is stated that in Montenegro, the Serbian people "are denied proportional representation in institutions, educational, cultural, economic rights and collective status".
Give citizenship to all members of the Serbian people who want it
"After BiH, the Republic of Serbia should put Montenegro at the center of its foreign and regional policy. Bearing in mind the centuries-old historical and civilizational unbreakable ties between the two states and peoples, it is important to provide the Serbian people with equality and fair representation in state institutions, state administration and local self-government.
It is necessary to give citizenship to all members of the Serbian people who want it. Continuous investments in the political, economic and cultural emancipation and development of the Serbian people are of particular importance", it is written in the part titled as specific goals, where the Government in Belgrade specifically stated its wishes for each state of the region.
The Ministry of Diaspora, led by Srđan Srećković, further stated that Serbia should aim to recognize the political constitution of the Serbian people in Montenegro, which implies the fact that until this important goal is fulfilled, the Serbian people must enjoy full national rights.
"It is especially necessary to systematically arrange and guarantee the acquired right to education in the Serbian language. The Serbian language is not only associated with Serbs in Montenegro, but also with a large number of Montenegrins who still call their language by its traditional, Serbian name," writes the Strategy.
It will finance priests and monks
The Ministry of Religion in the Government of Serbia should continue financing and caring for the clergy and monastics for their spiritual mission in the function of preserving national identity, providing assistance to religious, cultural and educational institutes, publishing projects, radio and TV stations, and the restoration and rehabilitation of sacred buildings (renovation sacred heritage of the Serbian people), it is written in the Strategy of the Serbian Government.
It is further stated that Serbia provides support for the restitution of seized property to citizens of Serbian nationality, Serbian associations and institutions (banks, savings banks, cultural and educational societies), as well as the Serbian Orthodox Church. Serbia also supports the restoration of the sacred heritage of the Serbian people and the development of the educational sector and the Serbian Orthodox Church (theological seminaries, high schools, elementary schools, kindergartens, etc.)
