The President of the Municipality of Budva, Marko Bato Carević, said that he will not allow politicization and the appointment of unprofessional staff, and that for him morality and work discipline are the only criteria.
He reacted to the decision seven municipal officials, mostly from the ranks of the Democrats, to leave the collegium with the President of the Municipality of Budva, because they are dissatisfied with the decision that Tsarević appoints DPS official Jelena Baštrica as an adviser.
He announced that the secretaries and principals who left the collegium would be sanctioned.

"Regarding the event from today's collegium, which, putting politics before work and law, several secretaries left, allow me to remind you of two principles in the name of which, thanks to you, dear citizens, I was elected as the first man of the city.
The first principle that I advocated in my work is that the administrative bodies of which I am the head cannot and must not have party organization and activities and narrow-party interests or political revanchism. It seems that the gentlemen were only declaratively advocating for the fight against the influence of political parties, partitocracy and division, because they believe that if someone belonged to a political option that did not suit them, they do not have basic human and civil rights, for example work.
Guided by blind party revanchism and party trials, like the commissars of 50 years ago, and contrary to valid laws, they left people without work. This revanchism is not only unacceptable from a human point of view, but also very expensive and has cost and will continue to cost you citizens of Budva.
The complaint procedure of the co-worker in my service, which caused the problem, is simple - the Complaints Commission of Montenegro found illegality in the actions of my predecessors and reinstated her and even found that two secretaries were illegally appointed. Now I am being asked to act contrary to the decision of the highest body of the state because the political commissars are asking for it. They insist that the government will collapse if the President of the Municipality does not act on the orders of one of the parties in power in Budva.
At the same time, respected citizens, I was informed by the media even today that some secretaries of the Municipality of Budva "retired for consultations", as if they were ambassadors of some other countries. To which countries did my non-party colleagues "retreat for consultation"?
Therefore, I repeat for the sake of the public and the citizens of Budva, who have been exhausted by the misuse of the funds of the Municipality of Budva for the past 20 years, I will respect the experience, morality and expertise of the people who work for the Municipality of Budva in my work. In order to comply with the Law and the decisions of the competent authority, and respecting the expertise of the colleague in question, and not her party affiliation or any other affiliation, I offered her, just like the members of my predecessor's cabinet, to be part of the team and make the office of the president more efficient.
The second principle of my work will be simple – the principle of order and work. Both order and work were demonstrated by the actions of the secretary and the chief this morning, and they will be sanctioned for that action, in accordance with the law.
At a time when we are "fighting battles" for our municipality in the form of multimillion-dollar disputes, with a handful of investment projects, before the very beginning of the tourist season that our city lives on, the last thing we need is a dilettante attitude towards work by those who put partisan interest above public and party principles above the laws of this country.
In that name, respected citizens, it is my duty to, in order to effectively run the local administration, and in the name of the mandate for which you entrusted me, to warn my colleagues from the local administration to perform their work diligently and in a timely manner, in accordance with the law and the public interest.
The municipality of Budva is so devastated that in my work I will not allow politicization and the appointment of unprofessional personnel because they have a party card. For me, morality and work discipline are the only criteria.
If we are talking about politics, then I remind you that the current collision had one basic political postulate - politicization is the scourge of today's Montenegro and it must be put to an end. Today, we have gained the trust of citizens because of that.
The municipality of Budva is a service for all citizens. And that's the only way I will perform my duties in the future," said Tsarević's announcement.
