The Vice-President of the Parliament of Montenegro Branimir Gvozdenović (DPS) said that the Democratic Party of Socialists (DPS) will announce by October 22 whether it wants to accept the initiation of a dialogue on a technical government. According to the knowledge of "Vijesti", Gvozdenović stated this at the session of the working committee, which is in charge of defining the model for the possible implementation of electoral reforms.
Gvozdenović is the president of that working committee as well as the Committee for Comprehensive Reform of Electoral and Other Legislation. Gvozdenović scheduled a meeting of the Committee for October 22, where the report of the working committees will be discussed.
According to the claims of "Vijesti" interlocutors, the representative of the Social Democratic Party (SDP) Raško Konjević in the working committee said that the opening of the dialogue on the technical government is a condition for the continuation of the work of the Committee for Comprehensive Reform of Electoral and Other Legislation.
"Konjević, on behalf of the opposition that participates in the work of the committee, announced the position that was agreed upon at a joint meeting of representatives of the opposition except for the Democratic Front (DF) and the special club. Their request is to start a dialogue on the technical government as an equal model from October 22, which should guarantee a consistent change in the adopted legislation," said the interlocutor of "Vijesti".
Members of the Committee were not ready to speak on this topic yesterday, Gvozdenović did not answer the questions of "Vijesti".
Representatives of the SDP, the Democrats, the URA movement, Demos and independent MP Neđeljko Rudović announced at a meeting held at the beginning of September that the work on electoral reforms will be conditioned by the formation of a technical government. In a joint statement, they requested, among other things, that a dialogue on the formation of a technical government be initiated by October 15 at the latest, while it would be constituted simultaneously with the adoption of electoral laws. The opposition later extended that deadline to October 21, due to delays in the work of the Committee for Electoral Reforms. "At the session, the position agreed by the opposition parties was repeated that if the DPS does not accept the dialogue on the technical government, there will be no more political will to continue the dialogue. According to the common position of the opposition, the technical government and the amended legislation should be adopted in parallel as part of the political agreement between the government and the opposition," said Konjević at the Committee session.
The formation of a technical Government was one of the conditions of the opposition to return to the Committee for Electoral Reforms, and it was first mentioned after civil protests in February. Representatives of the ruling coalition have on several occasions refused to form a technical government, stating that the opposition cannot enter the government without elections.
Prime Minister Duško Marković later said that DPS will offer its solution after the congress in November.
