The President of the Committee for Comprehensive Reform of Electoral and Other Legislation, Branimir Gvozdenović, said that the formation of a technical government is not acceptable for the Democratic Party of Socialists (DPS).

He told MP Raško Konjević (SDP) that he had consulted his coalition colleagues about it.

"The question of a technical government for DPS is not acceptable. If you submit a request for its formation, you will have a clear answer that it is unacceptable. Does this mean that you will ask for such a government before every election", Gvozdenović told Konjević and said that the opposition conditions electoral reforms.

Konjević said that he will leave the working committee and that he will wait until November 15 for the rest of the opposition to decide whether he will leave the Committee for Electoral Reforms.

"I will attend the Board sessions because of the decision I voted for. I will not participate in the working committees," he said.

Momo Koprivica from the Democrats said that the Committee has an obligation to propose a way of monitoring the implementation of the law. If the board does not fulfill its obligations, it has a problem with legality.

"Democrats will not vote for laws if you do not agree on a model for implementation that the opposition will stand behind. If you say that the government will not, you should say what your responsibility is if it is. And in 2016, you said that it would not be, so it was." he said.

Predrag Sekulić (DPS) said that after the election of the government, there was an agreement to recognize the election results, but the opposition did not do so.

"After that bad experience, now the issue of the technical government is being raised again. It is an unrealistic story and we have no reason to enter into new arrangements. The situation is not like in 2016," Sekulić said.

Independent member of parliament Neđeljko Rudović said that everything the committee has done is being questioned.

"I'm not sure that the envelopes you're pushing and the state of emergency on election day are the European standard you're talking about. If you're ready to talk, then you can't say in advance that anything is unacceptable to you. Any agreement is meaningless if we don't agree on a mechanism that will implement it," he said.

He asked Gvozdenović if he agreed to discuss the technical government, and not its structure.

Genci Nimanbegu said that what the opposition repeats is unacceptable to the majority.

"We are in favor of conversation and it should be more open. Today and 2016 are not the same, because now we have a stable majority," he said.

Konjević asked if the government is ready to start a dialogue, but not what the result will be.

"When the dialogue is accepted, let's face the arguments. Since the answer is negative, I am resigning, and since I voted for the rules, I will come to the sessions, but I will not participate in the work. Let's see if there is progress by November 15," he said.

Gvozdenović replied that the political responsibility of anyone who imposes conditions.

"This political responsibility is not on the one who has a position on some imaginary proposal. We will have a position on any proposal when you submit it. There is no dialogue on this as you see the technical government," he said.

"Whatever you propose, we will put it on the agenda and take a stand. We will not accept conditionalities," claims Gvozdenović.

Rudović said that the opposition will submit a proposal for a technical government.

The working bodies have not submitted draft laws

The working bodies of the Committee for Comprehensive Reform of Electoral and Other Legislation did not submit the first drafts of laws and other acts today, as was agreed at the previous session.

Today, the coordinators of the working committees present a report on the work of those bodies in the previous period.

As it was announced, there was no harmonization of the drafts of the most important acts, such as the laws on the election of councilors and deputies and on the voter list, and in connection with the decision related to the election of members of the judicial council from among distinguished lawyers.

MP Genci Nimanbegu said that the main reason for the non-submission of draft acts is an unrealistic deadline.

He also assessed that November 15 is not a realistic deadline for the Committee for the Reform of Electoral Legislation to complete the work for which it was formed.
