The Parliament of Montenegro has lost its control function and has become a "flow water heater" for the Government's proposals, assessed independent MP Aleksandar Damjanović. Commenting on the parliament's decision to remove from the agenda the opposition's request for an interpellation on the work of the Minister of Justice Zoran Pažin, Damjanović said that the Parliament is losing its dignity.
"The fact is that during this convocation, the Assembly, primarily due to the relationship between the leadership and the parliamentary majority, completely rendered meaningless its supervisory function, and reduced the legislative function to a flow boiler for Government proposals. This is evidenced not only by the indicators of the number of control hearings compared to previous convocations, but also by the fact that the parliamentary majority refuses to do its job in the part of considering the report on strategic investments, which is a strict obligation," said Damjanović.
The invitation for a control hearing before the parliamentary committees for anti-corruption and security and defense was recently rejected by the supreme state prosecutor (VDT) Ivica Stanković and special state prosecutor (SDT) Milivoje Katnić, clarifying that they are not obliged to deliver reports on specific investigations to MPs. The opposition demanded the hearing of the prosecutors regarding the "Envelope" affair and illegal secret surveillance measures against members of the Democratic Front (DF). At the beginning of Sunday, the initiative for interpellation about Pažin's work was rejected. Damjanović warns that opposition proposals will not pass in parliament.
"For three full years, not even a discussion of the opposition's proposals is allowed, and interpellations proposed by the opposition are removed from the agenda, which had not happened before. The collapse of the role of the Assembly in the political and public life of the country is visible, which was the plan of those who deliberately humiliated the Parliament, and are most responsible for its functioning. After the end of this convocation, it will take a lot of will and effort to restore the reputation of the parliament", he said.
