Gvozdenović: Legal solutions should be ready by the end of the first week of December

All legal solutions dealt with by the working committees should be ready by the end of the first week of December, when they will be discussed at the session of the Committee for Comprehensive Reform of Electoral and Other Legislation.

This was announced by the president of that parliamentary body, Branimir Gvozdenović, stating that the priority is the Law on the Election of Councilors and Members of Parliament.

The Committee for the Comprehensive Reform of Electoral Legislation discussed today the information on the achieved progress and the work plan for the next period, with an emphasis on the activities of the working committees.

The coordinator of working committee 1, Marta Šćepanovic, said that the members of that committee have different views when it comes to the authorities for the implementation of elections.

She said that they had a visit from OSCE representatives who made certain informal comments, which will be considered. She assessed that the work Committee 1 has stopped a little in the last week, and that they have a lot of work ahead of them.

Dragan Koprivica from the CDT said that deadlines should be set by which the proposed laws will be on the table of the Committee for Electoral Reform.

He said that CDT, after December 18, if the Board is working, will not participate in the work, because, as he pointed out, election laws cannot be changed in the election year.

"It's time to take responsibility," said Koprivica.

Danijel Živković from DPS said that the members of working committee 2 agreed that it is necessary to proceed with interventions when it comes to the Law on Territorial Organization.

"From the very beginning, the political will of the DPS was never in question," he stated.

Danilo Saranovic said that he was glad that they agreed on the need to solve the issue of addresses without numbers.

Gvozdenovic expects that already at the next session of the Committee they will have prepared a proposal for a law on territorial organization.

MP of DPS, Miloš Nikolić, said that working committee 3 is currently working on three laws, on administrative fees, wages in the public sector and the law on civil servants and state employees.

He said that there is a good dialogue.

"We are waiting for the official proposals of the Democrats, which refer to the election of members of the Judicial Council, in order to make a statement about them. I believe that we can reach certain results," said Nikolić.

Neđeljko Rudović, coordinator of working committee 4, said that he will translate both versions of the Law on Media and send them to the representatives of the Council of Europe.

He stated that there are four or five key solutions on which the opposition and the ruling majority do not agree.

The coordinator of Working Committee 5, Momo Koprivica, said that MANS and the Center for Democratic Transition have submitted proposals that can improve legislation in the field of financing political entities and election campaigns.

He pointed out that the law on the financing of political entities and election campaigns is very important for the comprehensive reform of the electoral legislation, the text of which the members of committee 5 have not yet agreed on.

Predrag Sekulić said that he expects to quickly finish the work on the law on the financing of political entities and election campaigns.

Gvozdenović stated that he was very encouraged by today's dialogue.

Momo Korivica, speaking about the activities of working committee 6, said that the nature of the Code of Ethics in election campaigns is not clear.

The basic rules of ethical behavior, as Koprivica believes, should be part of the electoral law.

"It is necessary to dynamize work and to communicate with ASK", said Koprivica.

Boris Mugoša said that Working Committee 7 prepared the Draft Decision on the establishment of a supervisory body, which should monitor the implementation of all agreed solutions.

"After the Board session at the end of October, we had a meeting of the working committee 7. We tried to implement some of the suggestions that appeared at that session," said Mugoša.

He said that he will receive certain suggestions in the next few days.

"I expect that by the end of this week, possibly at the beginning of next week, we will receive those suggestions and that we will sit together and make a specific proposal for a decision on the formation of that supervisory body," said Mugoša.

So far, working committee 7 has not received any written proposal from the opposition.

"Certainly, by December 7, we will prepare a specific decision that we will discuss at the Board and try to define a strong control mechanism that would be another link in order to improve the election environment," concluded Mugoša.
