In the amanda submitted to the proposal of the Decision on the budget of the Municipality of Kolašin for the next year, the Democrat councilor Vladimir Martinović proposed that textbooks and accessories for all primary school children be financed from the municipal coffers in the future. The budget proposal plans to set aside 4.000 euros, which would be used to provide textbooks only for the champions.
Martinović proposes that the money allocated for this purpose be increased to 50.000, by reducing the amount planned for wages and contributions in the local administration, which is projected at 1,1 million euros.
"Keeping in mind that the economic power of the citizens of the municipality of Kolašina is at a very low level, primarily due to the huge number of unemployed, the adoption of this amendment would be very significant for parents. It would especially be a relief for those parents who have two or more elementary school children, so they have to set aside several hundred euros each year for textbooks and other resources for the school," explained Martinović.
He believes that the adoption of his amendment is "just one of a series of measures that must be taken urgently in order to improve the demographic picture of the municipality, because the situation has been alarming for a long time." In this way, he reasoned, Kolašin would join the cities that have become recognizable in Montenegro, but also more widely, for leading a responsible and proactive social policy.
The Democrats also proposed an increase in the funds intended for the elderly, for which 2.000 euros were planned in the budget proposal. They propose to allocate 5.000 euros for this purpose.
Democrats remind that in the first nine months of this year, only 60 euros were allocated from the municipal coffers to support the elderly. They consider it to be "an extremely unacceptable, inhumane and irresponsible relationship...". Additional money for the support of the satras, as they propose, should be provided by reducing the expenses based on the payment of the work contract.
