The Committee for International Relations and Expatriates appealed to diplomats and employees of the diplomatic and consular network of Montenegro to fully respect the rules of operation of that service and to refrain from inappropriate public appearances.

This is stated in the Committee's conclusions submitted to the Parliament, after the control hearing of Montenegrin Foreign Minister Srđan Darmanović on December 23 last year.

It was rated yes reaction of the three ambassadors Miodrag Vlahović, Nebojša Kaluđerović and Željko Perović, in the case of Mirna Nikčević, was not appropriate to good practice in the performance of diplomatic duties.

"It is expected that the Disciplinary Commission of the Government of Montenegro will soon make a decision regarding the resignation of the three ambassadors and that the Committee for International Relations and Expatriates will be informed about it in a timely manner," the conclusions say.

The Secretary General of the Ministry of Foreign Affairs, Miodrag Kankaraš, informed at the Committee session that the expected measures of the Disciplinary Commission - termination of employment, ban on going to office for a period of at least two years and a fine of 30 percent.

Kankaraš announced that Nikčević had terminated his employment at the Ministry of Foreign Affairs.

The members of the Committee called on the Ministry of Foreign Affairs to "take steps" to eliminate the irregularities observed in the operations of the diplomatic missions of Montenegro in Italy, the Vatican and Germany in 2018, which were pointed out in the report by the State Audit Institution (DRI).

"As well as to react in cases of non-compliance with the legal obligations of diplomats in connection with the delivery of property records to the Agency for the Prevention of Corruption", the conclusions say.

Darmanović said at the Board session that the SAI's recommendations mostly refer to delays in the delivery of documentation and minor formal deficiencies, and that no abuse of financial resources has been found in any DKP.

"In the coming period, the Ministry will continue to improve the way of doing business and transparency in the disposal of financial resources, Darmanović concluded.

At the Board session, Darmanović reminded that Montenegro has 28 embassies, six permanent missions and four general consulates, and that the opening of embassies in the Netherlands and Denmark is planned.

"Since the restoration of independence in 2006, the diplomatic network, in coordination with the Ministry of Foreign Affairs, has significantly contributed to the promotion of Montenegro as an internationally recognized, sovereign state and the achievement of foreign policy goals defined by the Government," said Darmanović.

He highlighted Montenegro's participation in 30 regional initiatives, the one-year chairmanship of the Central European Initiative this year and the Fund for the Western Balkans, the election as a member of the Economic and Social Council of the UN for a three-year period from 2020-2022, as well as dedicated work on demarcation.

Darmanović pointed to the significant contribution of diplomatic and consular representations to the affirmation of the international reputation and status of Cme Gora.

In November, the three ambassadors paid a fine of 600 euros, imposed on the suspended official of the Ministry of Foreign Affairs (MVP) Mirna Nikčević and announced that it is easy to punish her, but that, as they add, it is difficult to suffer and remain silent about the disrespect and endangerment of Montenegro and obliteration of everything Montenegrin.

They then said in a joint statement that some of the reasons for which they decided to help Nikčević did not, in a normal world, require a special explanation.

Previously, Nikčević inappropriately commented on members of the Serbian Orthodox Church (SPC) on social networks.

After harsh reactions and due to the violation of the law, Darmanović invited the ministers to a meeting, which was also attended by Prime Minister Duško Marković.

After that, at the end of November, they expressed regret for the event.
