Montenegro is facing a turning point because, as never before, on our EU path, a crisis of European values is being felt - political, economic and social impulses that were once unique and unshakable, states the appeal by the Non-Governmental Organization (NGO) Civil Alliance (GA) ) addressed to the Prime Minister of Montenegro, Duško Marković, for the intensification of European integration.
In the appeal, it is added that Montenegro had a clear goal - membership in the European Union, where it rightfully belongs.
"Therefore, from the social consensus in which European integration was a priority, we are sending you this appeal at a time when the accession process has slowed down for several reasons: electoral processes in the country, the absence of political dialogue and a beheaded negotiation structure. All this is happening at a time when the president of the European Commission, Mr. Junker, clearly points to the fact that we are not leaders in EU integration in the region. When it is certain that we will not be a member of the EU before 2025, when the government admitted an initial mistake in the interpretation of the law that was not "the result of intention" but said in order to have a dilettante attitude towards the regulations, and thus be left without the Minister of European Affairs and chief negotiator, Aleksandar Andrija Pejović, whom the Agency for the Prevention of Corruption has given the opinion that he was in a conflict of interest, we appeal to you with the request that you propose the chief negotiator as soon as possible and make a decision on the future structure and staffing solutions that will lead the negotiation process," the appeal to GA Marković emphasizes.
In the GA appeal, it is added that they hope that Marković will appoint a proven expert, a politically neutral professional who will be able to immediately continue the accession process and assemble a team of credible people.
"This is especially important because Montenegro has not only lost its leadership position, but is also burdened by constant reminders from the EU family about the necessity of preserving the media from political influence, concrete results in the field of rule of law, depoliticization of public services and optimization of state administration." , it is stated in the appeal to GA, Marković.
The NGO added that, however, the messages of the EU in the recently adopted Enlargement Strategy for the countries of the Western Balkans are much sharper and therefore, as they state, this appeal has kept the same background: speed up the processes, consolidate forces and work on refining and widening the path to the EU, strongly relying on all social actors, especially the civil sector.
"Along with this process of intensifying the negotiation process, it is equally important to work on reducing tensions and creating conditions for the return of the entire opposition to the Assembly. As the person with the greatest responsibility and influence, we have the highest expectations from you, that in addition to calling for dialogue, you should also make concrete moves, such as a reaction to the abuses pointed out by the opposition and similar moves that would show the other side the sincerity of your calls for dialogue. Only in those conditions will we be able to devote the next year and a half to concrete results in the area of the rule of law and human rights, and in the final closure chapters 23 and 24. This is the only way we can expect a successful end to the process of transitioning society into a democratic one," concludes the appeal to GA, Marković.
