The draft decision on the Budget of the Municipality of Bijelo Polje for 2018 does not have a development component, and through the budget items it is best seen that the local leadership is without ideas in terms of starting the economy and raising the living standards of citizens, said Ranko Radović, a member of the Executive Board of the United Montenegro.
"The fact that the planned budget for this year is about 1.500.000 euros higher than the one planned for the previous year does not speak of any economic developments or development projects, but the budget actually projects an election year," said Radović.
He pointed out that he can see how alienated the local government is from citizens and everyday life by the fact that there were no representatives of local communities, most political parties, and non-governmental organizations at the public debate.
"None of these actors attach particular importance to this document and view the Budget as a "dead letter on paper". This is to be expected when years ago the Budget was planned for one thing, and in reality it was subordinated to the interests of the DPS and a few individuals close to the structures The authorities have been promoting rural and rural development for years, and in practice, lighting in Rakonje has been installed and relocated several times, the same streets in the city center have been reconstructed, all because of someone's mistakes, primarily because of bad projects and the hiring of companies with dubious capacities. , but close to the top of the government. Of course, no one is responsible for that," said Radović.
He added that the mantra is repeated that the most important thing for the development of the village is the infrastructure, and for the last 10 years nothing has been done on this issue nor is it foreseen in the budget.
"New roads are not asphalted, and the old ones have fallen into disrepair. For example, in the Vraneška Valley, not even a kilometer of road has been asphalted in the last 10 years, except for the main road to Pljevlje, which is already ripe for reconstruction. Tomasevo is a unique example of carelessness towards to the children who go to school every day on the main road because the project does not foresee a sidewalk. Only the mosaic on the stairs in the city center costs many times more than this sidewalk," said Radović in the announcement.
Radović notes that it is no wonder that the population continues to move to the coast and to Western Europe.
"And according to our data, since the last census, more than 30% of the population has moved out in the peripheral, rural areas of Bijelo Polje. However, DPS's electoral engineering does not recognize this as a problem, it only intensifies the pressure and blackmail against those who remain. As for the villages, an interesting example is the Tomaševo-Potrk road. In the previous year, a project was drawn up for this road, and this year's budget does not provide for its realization, but money is foreseen for the development of some new projects. It is important that new projects are announced. Illustrative is also an example of Zaton, where the water supply system is being built like Skadar on Bojana, for 10 years. We are going to Europe, and one of the most beautiful and largest settlements in the municipality, just a few kilometers from the city water supply system, has a problem with water supply," said a member of the Executive of the United Montenegro Board.
According to him, more than 30 million was given just for the bypass, and that money could have been used to ensure that every household in the Bjelopolje municipality gets at least asphalt and water up to the front of the house.
"However, the government is still talking about big projects. For years, actually for decades, we have been hearing the story about the valorization of Bjelasica, and in recent years also the valorization of Đalovića Cave, and if you go on the road to Bjelasica and see its condition, then you realize that it is an empty story "Actually, it is about marketing, according to the logic of which it is more important that the project "sounds" good than that it has contact with reality, and especially with the life of ordinary citizens," said Radović.
From the United Montenegro, they call on all relevant opposition actors to bridge differences before the local elections and to define the principles and modalities of cooperation, in order to reach what we all individually strive for, which is the change of government and the dismantling of the system tailored by the DPS- and satellites.
