The Government of Montenegro has dismissed the former Minister for European Integration Aleksandar Andrija Pejović due to a conflict of interest, while the Ambassador to the Holy See, Miodrag Vlahović, persistently violates the law without any consequences.
After he persistently refused to declare his assets, the Agency for the Prevention of Corruption (ASK) submitted a new decision to the Ministry of Foreign Affairs, which determined that Vlahović did not submit a Report on Income and Assets for 2018, which violates the Law on Prevention of Corruption.
"In a letter dated February 20, 2, the Agency submitted to the Ministry of Foreign Affairs the Decision dated November 2020, 28, which established that Miodrag Vlahović, as a public official, violated the Law on Prevention of Corruption by not submitting an income report to the Agency and property for 11 within the deadline prescribed by law, in accordance with which decision the MFA is obliged to act within 2019 days", according to the information provided by the MFA to DF MP Branka Bošnjak.
Bošnjak told "Vijesti" that from the letter of the MFA, it is more than obvious that Vlahović has a privileged position, "in popular terms, it can be that he brazenly, very consciously violates the Law on Prevention of Corruption for years, and that he remains in that position".
"The man has been covering public functions for years, but he does not report his assets to the Agency. He is fined, but he perseveres and it can be done for him", said Bošnjak.
In 2018, Vlahović was fined for not submitting a report on assets and income, and he was obliged to do so within 30 days of taking office.
Then, after the disciplinary procedure, he was fined in the amount of 20 percent of his monthly salary.
After that, in June 2019, the ASK submitted a letter to the MFA that Vlahović had not submitted the report for 2018.
"In a letter dated June 6, 2019, the Ministry of Foreign Affairs submitted to Ambassador Vlahović the request of KAS", it is stated in the information of the Ministry of Foreign Affairs, which then "informed KAS in a letter that it had submitted their request to Vlahović". The Bosniak asks who Vlahović has put in charge, so this kind of behavior is tolerated.
"It is obvious that it is someone. Because the public will remember how the Minister for European Integration, Aleksandar Andrija Pejović, was dismissed promptly, I dare say, one of the few in the Government who performed this duty very successfully and professionally, and who was suddenly found to have a conflict of interest, so those "purists" ” resolved. And Vlahović, who arrogantly refuses to declare assets for years, regardless of the warnings and letters sent to the Government by the Agency, continues in that position. It is also possible for him to spend the money intended for the work of the embassy outside the regulations and lightly, nonchalantly use the business card for what he should not, as if it were his personal, as pointed out by the State Audit Institution", said Bošnjak.
She adds that he may also be violating the Law on Foreign Affairs, and without the consent of two other fellow ambassadors, he issued a statement in which he boasts that he participated in covering the costs of the fine of the official who was sentenced by the court of this country, which he is supposed to represent, for hate speech.
In December, Minister of Foreign Affairs Srđan Darmanović initiated proceedings against Vlahović, Nebojša Kaluđerović and Željko Perović for abuse of office in the case of employee Mirna Nikčević.
Then it was announced that the Disciplinary Commission of the Government would give the final word. The three ambassadors paid a fine of 600 euros imposed on the suspended MFA officer Nikčević and announced that it is easy to punish her, but that, as they add, it is difficult to suffer and remain silent about the disrespect and endangerment of Montenegro and the obliteration of everything Montenegrin.
They said in a joint statement that some of the reasons for which they decided to help Nikčević do not, in a normal world, require a special explanation.
Previously, Nikčević made inappropriate comments on SPC believers on social networks.
In the letter sent by the MFA to Bošnjak, it is stated that the Disciplinary Commission completed the hearing in the case of Kaluđerović and Perović, while one hearing was held in the case of Vlahović.
Yesterday, the MFA did not answer the questions of "Vijesti" regarding the disciplinary proceedings against the three ambassadors and Vlahović's violation of the Law on Prevention of Corruption.
The disciplinary commission is delaying the proceedings against the three diplomats
"It can be seen from the letter that the Disciplinary Commission of the Government, which is scandalous, has not resolved the case for months. But one nuance in the answer received from the Ministry of Foreign Affairs to my query indicates that 'special' inappropriately tolerant attitude towards Ambassador Vlahović, which says that the discussion for his colleagues Kaluđerović and Perović is concluded and that the decision of the disciplinary commission is expected, while for him it says ' held a discussion'. I openly ask Prime Minister Marković, who and why is he protecting this multiple returnee in violation of the laws of this country, and he was sent to represent that country, whose institutions he knowingly belittles and ignores," Bošnjak said.
According to her, if according to law and justice, this man should have been dismissed from all public positions a long time ago.
