All areas of human work and activity are exposed to the negative influence of the corona virus. In times of crisis, such as the current one, it is necessary that the population is not deprived of those necessities that enable it to live and function normally. In the first place, food, fresh food of plant and animal origin, announced the vice-president and deputy of the Democrats Zdenka Popović.
"The largest Montenegrin factory, agriculture with all its branches, must in this difficult time respond to the challenge and supply the population with sufficient quantities of food because it is questionable what the dynamics of imports will be in the coming time. Already these days we all have the opportunity to see the negative sides of what is practically everything in Montenegro is imported from abroad," says the announcement.
In this regard, the deputy and vice-president of Democratic Montenegro proposes measures for professional and hobby agricultural production.
As he announced, it is necessary to put all available arable land in Montenegro into operation as soon as possible.
"This will be achieved with an additional package of subsidies and direct assistance to existing agricultural producers, in order to stimulate them to increase the volume of production. What is very important is to immediately provide a financial package to directly financially stimulate all owners of arable agricultural land to start production. "This could be implemented with monetary incentives per hectare of planted arable land. This is precisely how the volume of production will increase and provide greater quantities of domestic products on the market," claims Popović.
She believes that it is necessary to sublimate the amount of seed material.
"It is urgently necessary, in cooperation with agricultural pharmacies, to sublimate the amount of available seed material and plan the next sowing. At the same time, to procure the necessary quantities of cereal seeds in order to start the sowing of field crops on time. In cooperation with advisory services, it is necessary to constantly monitor the situation of sown areas, so that the necessary projections can be created on time," the announcement says.
Local governments, she says, should be actively involved in this process and provide assistance to the Ministry of Agriculture in the formation of temporary regional purchasing centers that would purchase, store and distribute the produced vegetables and fruits.
"We propose that for each individual registered agricultural producer, depending on the area he cultivates or the number of head of cattle he keeps, 200 to 2000 euros should be provided. It is very important to create a plan for the delivery of agricultural products to all consumer units in the country. Special attention should be paid to it is necessary to focus on the preservation of the livestock fund and, to that end, to provide sufficient quantities of kabaste and processed animal feed," says the announcement.
She adds that it is necessary that all citizens of Montenegro "who own a garden, a yard or less arable land are encouraged to plant vegetables for household needs. Thus, in a situation of severe socio-economic crisis, they will provide part of the food. To this end, we suggest that the Ministry of Agriculture and local governments provide free or subsidized at least 50% of the amount of seeds for these needs".
"We believe that the proposed package of measures is necessary for Montenegro, citizens and agricultural producers. We expect the proposals to be included in the measures and to be implemented in practice as soon as possible," the statement concluded.
