Deputies of the Special Club submitted to the Assembly a proposal for conclusions regarding the Information on the activities undertaken so far to deal with the coronavirus epidemic, among other things, that the economic and social measures so far are insufficient and that they must be proposed and implemented more quickly.
MPs Aleksandar Damjanović, Goran Danilović, Željka Savković, Anka Vukićević and Goran Radonjić stated in the proposed conclusions that the measures must be implemented with clear mechanisms to prevent abuse, in order for state support to reach that part of citizens and the economy that, due to the pandemic, i.e. measures The most affected are the orders of the National Coordinating Body (NKT) and the Ministry of Health.
"The Assembly proposes that the minimum amount of direct support measures for the economy and citizens cannot be lower than seven percent of the estimated gross domestic product (GDP) at the end of last year," the conclusions state.
According to the proposed conclusions, the Assembly assesses that in the period since the beginning of the pandemic, it did not have a sufficient control and supervisory function, among other things, due to the decisions of the executive power, as well as that, without going into the effects of individual measures, most of them were proposed and implemented unilaterally, at the will of the government , without the participation of the opposition and most of the civil sector.
"In this sense, the Assembly condemns all attempts to abuse the pandemic for political purposes," the draft conclusions added.
It is also suggested that the Assembly call on the Government and other competent institutions not to exceed their constitutional and legally defined powers during the pandemic, to respect the personal, religious, political, economic, social and cultural rights and freedoms of citizens and that all activities and measures they adopt be in accordance with the legal framework of Montenegro.
"During the duration of the pandemic, the government will submit information to the Parliament at least once a month on activities aimed at eliminating or mitigating the consequences of the COVID-19 pandemic with a proposal for measures within its jurisdiction, which the Parliament will discuss at its session," the conclusions state.
Damjanović assessed for the Mina-business agency that the members of the Special Club showed responsibility by submitting a proposal for serious conclusions based on Government Information and enabling the Assembly to actively participate in the creation and control of measures to combat the consequences of the pandemic.
"Without going into the afterthought and the hasty scheduling of board meetings controlled by the Democratic Party of Socialists (DPS), in order to try to 'coincide' with some new conclusions the proposed conclusions on which the Assembly will have to declare, I want to point out that it was more expedient to fellow MPs may propose amendments in order to adopt them with the greatest possible agreement", said Damjanović.
He said that, regardless of the business tricks that have already been seen, he expects the conclusions of the Special Club of Deputies to be supported by his colleagues.
"It is realistic to expect that no one will be against the proposal to provide at least EUR 350 million for direct financial support measures, or that the Assembly condemns all attempts at political abuse of the pandemic," Damjanović believes.
He stated that respect for the Constitution and the law and an appeal for a consensual political response to the consequences of the pandemic are proposals in the interest of both citizens and the economy.
"It will certainly be interesting how colleagues, that is, the Assembly, will express themselves when the conclusions are put to the vote," concluded Damjanović.
