Today, the Assembly finished the debate on the proposal to amend the law on the budget and fiscal responsibility, by which SNP MPs Srđan Milić and Danijela Pavićević proposed that allocations for health should be 25 percent of the annual budget.

In the continuation of the discussion on that proposal, which began last week, Milić said that when they thought it would be 25 percent, they wanted to see what their colleagues from the parliament said.

"We knew that the first reaction would be that there is no money. That is 25 percent of what is distributed in the current budget. Now we made an amendment where we tied it to 18 percent. These 18 percent are salaries for doctors, physicians, infectious diseases clinic and where we can develop health tourism", said Milić.

Danijel Živković (DPS) said that there was a lot of talk about how to transfer money from one budget position to another.

"We need economic activity in order to talk about salaries in the public sector. We must have a realistic basis for salary increases. We should also think about that," said Živković.

Boris Mugoša (SD) assessed that the public is creating a perception that those who are not in favor of this proposal are against salary increases for healthcare workers, which is untrue.

"This proposed law has nothing to do with that. The intention of this proposal is good and we should strive to increase allocations for healthcare, but if we were on linear budgeting this would make sense. Now we are in program budgeting. That is a huge difference," Mugoša said.

MP of the United Montenegro Goran Danilović said that there is always a surplus of stories, but that there is no money.

"We spent the money. There is no money in the budget, but there is money at some other addresses. I doubt that you will find the strength to look for it from those addresses. We have eaten the money and now there is no money for our children or for healthcare. I support the proposal to take the money from political parties and public service. It can reach up to 10 million," said Danilović.
